A Comparison of security strategy between Great Britain and the Federal Republic of Germany at the beginning of the 21st century

Abstract:

Tato práce porovnává bezpečnostní strategie Velké Británie (VB) a Spolkové republiky Německo (SRN) na počátku 21. století. Jako členové Evropské Unie (EU) a zároveň i Severoatlantické alianci (NATO) však mají velmi odlišné postoje k provádění svých bezpečnostních politik v rámci těchto mezinárodních organizací. Státy tvoří bezpečnostní strategie na základě svých strategických kultur, aktuálního světového dění a vyhodnocení bezpečnostních hrozeb a rizik. To, kdy se státy rozhodnou zasáhnout a účastnit se vojenských nebo civilních aktivit, leží v jádru mezinárodních vztahů. Tato srovnávací studie pracuje s různými výklady strategických kultur. Jednou z nich je teorie „čtyř dimenzí“ Bastiana Giegericha, která napomáhá hlouběji porozumět, proč mají státy v otázce spolupráce jiné preference a na vyvíjený tlak jiné reakce. Dále se v textu pracuje s bezpečnostními dokumenty, a vývojem národních priorit v historickém kontextu. Na jednotlivých příkladech se snaží prokázat odlišné postoje na první pohled tolik podobných států. Na základě rozboru výše zmíněného spolu s výraznou proměnou mezinárodních vztahů po konci Studené války a následným dynamickým obdobím, čímž se naskytlo mnoho prostoru pro demonstraci síly a schopností mezinárodních organizací a spojenectví, dochází autorka k závěru, že historické zkušenosti států se i v moderní době projevují v trajektoriích jejich bezpečnostních a obranných politik. VB upřednostňující bilaterální vztah s USA a NATO se zároveň významně podílela na vývoji EBOP. SRN se po 2. světové válce stala „Civilní mocností“ jejíž směr nikdy neopustila, ale v průběhu let ho spíše formulovala do výhodnější podoby reagující na proměnlivý svět a jeho aktuální výzvy.

Abstract:

This work compares the security strategies of Great Britain (GB) and the Federal Republic of Germany (FRG) at the beginning of the 21st century. However, as members of the European Union (EU) and at the same time the North Atlantic Treaty Organization (NATO), they have very different attitudes towards the implementation of their security policies within these international organizations. States create security strategies based on their strategic cultures, current world events, and assessments of security threats and risks. The moment when states decide to intervene and participate in the military and civilian activities lies at the core of international relations. This comparative study works with different interpretations of strategic cultures. One of them is Bastian Giegerich's theory of the "four dimensions", which helps to gain a deeper understanding of why states have different preferences when it comes to cooperation and different reactions to the pressure exerted. The study further works with safety documents, and the development of national priorities in a historical context. On individual examples, the study is trying to prove a different attitude of at first glance much like states. Based on this analysis of above mentioned, together with a significant transformation of international relations after the end of the Cold War and the subsequent dynamic period, which provided much room to demonstrate the strength and capabilities of international organizations and alliances, the author concludes that historical experiences of states are still reflected in their security trajectories and defence policies.
