Job polarization: identification, context and implication

Abstract:

Polarizace na trzích práce představuje relativně nový fenomén, jehož průvodním jevem je pokles relativního podílu středně kvalifikovaných pracovníků, zatímco relativní podíl nejméně kvalifikovaných a nejvíce kvalifikovaných pracovníků roste. Vysvětlení tohoto jevu spočívá především v povaze ne-neutrálních technologických změn, které – jak se zdá – jsou zaujaté vůči středně kvalifikovaným pracovníkům. V kontextu České republiky a okolních zemí se jedná o relativně málo zdokumentovaný jev. Záměrem disertační práce je tento jev blíže prozkoumat a stanovit, zda a v jakém rozsahu k němu v České republice dochází. Identifikace polarizace probíhá na vícero úrovních – na úrovni jednotlivých zemí (Česká republika, Maďarsko, Polsko, Rakousko, Slovensko, Spojené státy a Velká Británie), dále hlouběji na úrovni České republiky a jejích regionů a na úrovni firem v zemích EU. Pro tento účel je použita především deskriptivní a regresní analýza. Výsledky komparace relativních změn u vybraných zemí se různí podle způsobu měření polarizace – podle toho, co slouží jako kritérium pro stanovení dovedností. Úroveň dovedností je stanovena na základě klasifikace povolání, klasifikace odvětví a výše mzdy. Platí však, že z hlediska dovedností v České republice v letech 1998 až 2018 nedošlo k polarizaci trhu práce. Výsledky regresní analýzy, která se hlouběji zaměřuje na Českou republiku, implikují polarizaci trhu práce pouze pro povolání podnikatelské sféry mezi roky 2004 až 2010. Výsledky regrese pro jednotlivé kraje podporují celorepublikový trend. Mezi jednotlivými kraji jsou z hlediska polarizace rozdíly, avšak neplatí, že by bohatší regiony byly polarizovány více, než chudší regiony. Mzdová polarizace se v České republice začala velmi mírně projevovat až po roce 2015 v povoláních nepodnikatelské sféry. Regrese zaměřená na identifikaci polarizace na úrovni firem implikuje polarizaci v 16 z 22 zemí EU.

Abstract:

Job polarization is a relatively new phenomenon, which is accompanied by a decline in the share of middle-skilled workers, while the share of low-skilled and high-skilled workers is growing. The explanation for this phenomenon lies primarily in the nature of non-neutral technological changes, which seem to be biased towards middle-skilled workers. In the context of the Czech Republic and neighboring countries, there is a poor evidence about this phenomenon. The intention of the dissertation thesis is to examine this phenomenon in more detail and determine whether and to what extent it occurs in Czech Republic. The identification of polarization takes place at several levels – at the level of individual countries (Czech Republic, Hungary, Poland, Austria, Slovakia, United Kingdom and United States), further deeper at the level of the Czech Republic and its regions and at the level of firms in EU countries. Descriptive and regress analysis are used for this purpose. The results of the comparison of relative changes in selected countries vary according to the way polarization is measured – depending on what serves as a criterion for determining level of skills. The skill level is determined on the basis of the classification of occupations, the classification of the industry and the level of wages. However, it is true that in the Czech Republic in the years 1998 to 2018 there was no polarization of the labor market in terms of skills. The results of the regression analysis, which focuses more deeply on the Czech Republic, imply polarization of the labor market only for occupations of the private sphere between 2004 and 2010. The regression results for individual regions support the national trend. There are differences between regions in terms of polarization, but it is not true that richer regions are more polarized than poorer regions. Wage polarization in the Czech Republic began to manifest itself very slightly only after 2015 in occupations of the public sphere. A regression aimed at identifying polarization at the firm level implies polarization in 16 of the 22 EU countries.
