The Czech Coal Commission through the Lens of Energy Justice

Abstract:

Tranzice směrem k nízkouhlíkové společnosti, která vyžaduje dalekosáhlé změny a extensivní restrukturalizaci energetického sektoru charakterizovanou odchodem od uhlí, bude jednou z největších českých společenských výzev blízké budoucnosti. Podle teorie energetické spravedlnosti bude společnost nepochybně vystavena důsledkům uhelného phase-outu, a proto je zapotřebí férového politického přístupu ve snaze zmírnit tyto dopady a zamezit prohloubení již existujících nespravedlností. Navíc, společenské vnímání těchto procesů jako (ne)spravedlivých přímo souvisí s tím, jestli jsou společností přijaty jejich výsledky a důsledky. Některé země, včetně České republiky, k naplnění tohoto cíle ustanovují speciální instituce, které mají za cíl poskytnout vládě expertní informace nutné k zodpovědnému a spravedlivému rozhodování. Optikou teorie energetické spravedlnosti se diplomová práce zaměřuje na českou Uhelnou komisi a analýzou jejího založení, vnitřní struktury a pracovních procesů zjišťuje, zda je Uhelná komise v souladu s touto teorií či nikoliv, a uvádí jaké jsou další implikace tohoto zjištění.

Abstract:

The transition toward carbon-neutral society, which entails far-reaching changes and extensive energy sector restructuring driven by a coal-exit, is one of the most prominent Czech societal challenges of the near future. As the energy justice theory claims, the society will be undoubtedly exposed to coal phase-out effects and, therefore, just political approach is needed to alleviate and better distribute the burdens as well as avoid strengthening the existing inequalities. Furthermore, the perception of procedural (in)justice directly influences the acceptance of the transitional process. In order to achieve such a goal, some countries, including the Czech Republic, established special institutions with a task of providing the governments with expertise needed to do responsible coal-exit decisions. This thesis pays attention to the Czech Coal Commission and, by analysing its establishment, inner structure, and mode of operation through the lens of energy justice, it examines whether the Commission tends to be procedurally just or unjust and what are the implications of the result.
