Implementation of Measures Laid Down the Law on Cyber Security in Information Systems of Geodetic Control of Land Survey office

Abstract:

Práce zanalyzuje Informační systémy geodetických základů z hlediska zákona o kybernetické bezpečnosti (ZKB) a jeho prováděcích předpisů. Informační systémy geodetických základů, které zahrnují Informační systém Sítě permanentních stanic GNSS České republiky (CZEPOS) a Informační systém Databáze bodových polí (DBP), jsou součástí Informačního systému zeměměřictví (ISZ) ve správě Zeměměřického úřadu (ZÚ). Informační systémy prochází postupnou modernizací. Musí splňovat bezpečnostní požadavky dané samotným ZKB, které jsou dále konkretizovány vnitřními předpisy resortu Českého úřadu zeměměřického a katastrálního (ČÚZK). V rámci diplomové práce jsou nejprve vysvětleny základní pojmy kybernetické bezpečnosti a provedena analýza ZKB a prováděcích předpisů ve znění po novelizaci ZKB k 1. 7. 2017. Dále je analyzován aktuální stav informačních systémů geodetických základů s ohledem na již provedená technická a organizační opatření a navržen další postup. Součástí práce je zpracování bezpečnostní dokumentace informačních systémů s ohledem na ZKB.

Abstract:

The thesis deals with information systems of geodetic control in terms of Law on Cyber Security and of its implementing rules. Information systems of geodetic control, which include Information System of Network of Permanent Stations GNSS of the Czech Republic and Information System of Database of Geodetic Control Points, are part of Information System of Land Surveying administrated by Land Survey Office. Information systems are mutually modernized. They have to fulfill both the security requirements, which are given with the Law on Cyber Security, and also with the extension of the Law on Cyber Security within the inner rules of Czech Office for Mapping, Surveying and Cadaster. Basic terminology of cyber security are explained first and analysis of the Law on Cyber Security and its implementation rules is performed as amended on 1 July 2017. Also the present state of information systems of Geodetic Control is analyzed with respect to already performed technical and organizational measures, and next procedure is suggested. The new security documentation of the information systems is also processed with respect to the Law on Cyber Security and is included in the thesis.
