Abstract:

Práce se zabývá systémem skladování a distribuce pohonných hmot v Armádě České republiky v rozmezí posledních pěti let. Primárně se zaměřuje na bezpečnostní aspekty manipulace s pohonnými hmotami při jejich přepravě a skladování. Hlavním cílem je na základě analýzy bezpečnostních postupů, směrnic, vnitřních předpisů a fyzického nakládání s tímto materiálem vytvořit optimální návrh směřující jednak k celkovému zvýšení bezpečnosti práce, dále k jednotným administrativním procesům a také k ochraně životního prostředí. Je nutné zkoumat službu pohonných hmot Armády České republiky na všech úrovních. Rozsah a důležitost této služby v celém rezortu Ministerstva obrany jsou zcela zásadní, velmi strategicky citlivé a bude potřeba je nejprve pochopit v širokém kontextu, až posléze se pomalu a konstruktivně zaměřovat na problematiku přepravy a skladování nebezpečných věcí. Vzhledem k tomu, že se jedná o strategické suroviny, jako je nafta motorová, benzín automobilový a petrolej letecký, v rezortu Ministerstva obrany, je zde předpoklad, někdy dokonce nutnost zamlčet, skrýt či nezveřejňovat určitá citlivá data, informace, či jména osob, aby se zachoval stupeň zabezpečení daných informací. Nicméně je potřeba říct, že většina použitého materiálu je volně přístupná na internetu, z čehož pramení naprostá dostupnost široké veřejnosti. V závěru práce je navrženo vybrané optimální řešení ve vztahu k analyzované kontrolní činnosti pohonných hmot, přístupu k ochraně životního prostředí a bezpečnosti práce při přepravě a skladování.

Abstract:

The work deals with the Army of the Czech Republic fuel storage and distribution system within the time range of last five years. The work focuses on the safety aspects of propellants transportation and storage handling. The main goal is to create an optimal proposal aimed at an overall increase in work safety, uniform administrative processes, and environmental protection. The proposal is supported by analysis of safety procedures, directives, internal regulations, and real physical handling of this material. It is necessary to examine the Army of the Czech Republic fuel service at all levels. The scope and importance of this service in the department of the Ministry of Defense is fundamental and very strategically sensitive. First, it is necessary to understand the issue in a broad context. Afterwards, it is possible slowly and constructively focus on the issue of dangerous goods transportation and storage. Since the work deals with the Department of Defense strategic materials such as diesel fuel, automotive gasoline and aviation kerosene, there is an assumption, sometimes even a necessity, to keep secret certain sensitive information to maintain the given information level of security. However, it must be said that most of the materials used is freely accessible on the Internet, which is why they are completely accessible to the public. As the conclusion of the work, a selected optimal solution is proposed in relation to the analyzed fuel control activity, access to environmental protection, work safety during transportation and storage.
