Cooperation of Military Firefighting Units with the Integrated Rescue System

Anotácia:

Bakalářská práce se zabývá spoluprací vojenských hasičských jednotek s integrovaným záchranným systémem. V teoretické části byl popsán současný stav řešené problematiky, bylo provedeno legislativní vymezení složek integrovaného záchranného systému s důrazem na hasičský záchranný sbor, vymezeny byly vojenské hasičské jednotky a jejich úloha v Armádě České republiky. V praktické části bakalářské práce byla provedena detailní analýza spolupráce mezi vojenskými hasičskými jednotkami Armády České republiky a Hasičským záchranným sborem České republiky v rámci integrovaného záchranného systému. Důraz byl položen na přípravu, koordinaci a vzdělávání, což jsou klíčové aspekty pro efektivní spolupráci při zásazích a cvičeních. Pro vojenské hasičské jednotky byl prezentován vývoj počtu požárů v resortu ministerstva obrany a počet požárů mimo resort ministerstva obrany u nichž vojenské hasičské jednotky zasahovaly za vybrané období 2018–2022. V oblasti vzdělávání byla provedena komparace vybraných odborných kurzů, které absolvují příslušníci hasičských jednotek. S využitím Ishikawa diagramu byla provedena identifikace hlavních příčin, které ovlivňují spolupráci vybraných jednotek. V závěrečné části práce byla navržena doporučení zaměřená na zvýšení efektivity při spolupráci, která by mohla vést ke zvýšení připravenosti na mimořádné události v České republice.

Abstract:

The bachelor's thesis addresses the cooperation between Military Firefighting Units with the Integrated Rescue System. The theoretical part describes the current state of the issue, including legislative definitions of the components of the Integrated Rescue System with an emphasis on the Fire Rescue Service. The Military Firefighting Units and their role in the Czech Republic Army are also defined. The practical part of the thesis contains a detailed analysis of the cooperation between the Military Firefighting Units of the Czech Republic Army and the Fire Rescue Service of the Czech Republic within the Integrated Rescue System. Emphasis was placed on preparation, coordination, and education, which are key aspects for effective cooperation during interventions and exercises. For the Military Firefighting Units, the development of the number of fires within the Ministry of Defense’s jurisdiction and the number of fires outside the Ministry of Defense’s jurisdiction where Military Firefighting Units intervened during the selected period 2018–2022 was presented. In the area of education, a comparison of selected professional courses taken by the members of the firefighting units was conducted. Using the Ishikawa diagram, the main causes affecting the cooperation of the selected units were identified. In the concluding part of the thesis, recommendations aimed at increasing the effectiveness of cooperation were proposed, which could lead to improved readiness for emergencies in the Czech Republic.
