Abstract:

Tato bakalářská práce nese titul "Vztahy mezi Německem a Ruskem v době vlády Angely Merkel". Jak název napovídá, hlavní oblastí výzkumu budou diplomatické, ekonomické a jiné vztahy Ruské federace a Spolkové republiky Německa v období let 2005-2021. V práci se plánuji zaměřit na vztahy mezi těmito dvěma zeměmi na pozadí událostí, které provázely vlády německé kancléřky Angely Merkel. Dále bych chtěl poskytnout historický exkurz, důležitý pro současný kontext. Konkrétně s důrazem na Ostpolitik německého kancléře Willyho Brandta. Tento soubor politik a politického směřování měl za účel normalizovat vztahy s Německou demokratickou republikou a Sovětským svazem. Spolková republika Německo se Sověty uzavřela dohody o dodávkách plynu a tyto dva státy spolupracovaly i na nukleárních projektech. Ve stejnou dobu se Německo podílelo na sankcích vůči východnímu bloku. Práci jsem rozdělil do pěti částí, první poskytuje historický kontext a ostatní jsou rozděleny podle funkčních období jednotlivých vlád. Podkapitoly se věnují důležitým událostem, které vztahy utvářely. Ze začátku byly vztahy vysoce konzistentní s jejich ustavenou tradicí z dob Ostpolitik, tedy soustředěné na ekonomické aspekty spolupráce více než na ty normativní, které většinou na reálnou politiku neměly až takový vliv. To se postupem času změnilo a Německo začalo být k Rusku skeptičtější. Dynamika vztahů je dobře pozorovatelná, pokud se podíváme na jejich proměnu například mezi lety 2007-2014. V prvních letech daného období kancléřka Merkel udržovala vřelejší vztahy s prezidentem Dmitrijem Medveděvem, podepsala Meseberské memorandum a chtěla dát Rusku slovo v evropských bezpečnostních otázkách. Němci hovořili o Rusku jako o svém důležitém partnerovi, s nímž musí budovat evropský řád. Ministr zahraničí Steinmeier hovořil o spolupráci v otázkách obrany a o společných peacekeepingových misích. Přístup k Rusku se postupem let měnil, první zlom pozorujeme v roce 2012 a s kontroverzním vývojem ruské domácí politiky. K tomuto roku začaly německé elity stále více akcentovat své obavy o dodržování lidských práv v Rusku a společně s tím upadala i ekonomická spolupráce. Krize vztahů vyvrcholila rokem 2014 a zavedením ekonomických sankcí vůči Rusku kvůli jeho zapojení do dění na Ukrajině. Klíčovým faktorem utvářejícím vztahy obou zemí byla diskuze nad dodržováním lidských práv v Rusku. To je také důvodem, proč se v práci věnuji přístupu režimu k opozičním lídrům v Rusku. Jedna z podkapitol se týká německé iniciativy v propuštění Michaila Chodorkovského z vězení. Další se zabývá reakcí špiček německé politiky na otravu Alexeje Navalného.

Abstract:

This bachelor's thesis is titled "Relations between Germany and Russia during the reign of Angela Merkel". As the name suggests, the main area of research is diplomatic, economic and other relations between the Russian Federation and the Federal Republic of Germany in the period 2005-2021. In my work, I focus on the relations between these two countries in the background of the important events that happened during the governments of German Chancellor Angela Merkel. Furthermore, I provide a historical excursion, which I find important for the current context. Specifically, with an emphasis on the Ostpolitik of German Chancellor Willy Brandt. This set of policies and political direction was intended to normalize relations with the German Democratic Republic and the Soviet Union. The Federal Republic of Germany concluded gas supply agreements with the Soviet Union, and the two countries also cooperated on nuclear projects. At the same time, Germany participated in sanctions against the Eastern Bloc. I divided the work in five parts: the first one providing the historical context and the rest separated according to each government's time period. The subchapters deal with important events shaping the relationship. I discovered that from the beginning, the relations were highly consistent with their established tradition from the Ostpolitik era, i.e. focused on the economic aspects of cooperation more than on the normative ones, which mostly did not have that much influence on real politics. This changed over time and Germany became more sceptical of Russia. The dynamics of relations can be easily observed if we look at their transformation between the years 2007-2014, for example. In the first years of the given period, Chancellor Merkel maintained warmer relations with President Dmitry Medvedev, signed the Meseberg Memorandum and wanted to give Russia a say in European security issues. The Germans spoke of Russia as their important partner with whom they must build the European order. Foreign Minister Steinmeier spoke about cooperation in defense issues and joint peacekeeping missions. The approach to Russia has changed over the years, the first turning point is observed in 2012, with the controversial development of Russian domestic politics. By this year, German elites began to increasingly emphasize their concerns about human rights abuses in Russia, and together with this, economic cooperation also declined. The crisis in relations culminated in 2014 with the introduction of economic sanctions against Russia due to its involvement in the events in Ukraine. A key factor in the relations between the two countries was the discussion on human rights in Russia. This is also why I chose to focus on the treatment of opposition leaders in Russia. One of the subchapters focuses on the German role in the Mikhail Khodorkovsky's release from prison. Other subchapter describes Germany's leaders' reaction to the poisoning of Alexei Navalny.
