Influence of the political cycle on the budget of the US space programs

Abstract:

Cílem dizertační práce je ověřit možnou přítomnost politicko-ekonomického cyklu ve vesmírné politice USA. Předkládaná práce stojí na pomezí nové politické ekonomie a vesmírné politiky jakožto vědního oboru a ze své podstaty je prací empirickou. Po ověření rozdílného vývoje financování vesmírné politiky a analýze amerického elektorátu ve směru k vesmírným aktivitám je teoreticky definováno několik typů vesmírně-politických cyklů, které jsou následně empiricky analyzovány. Analýza prokázala pouze přítomnost politického ideologického cyklu souvisejícího s politickou stranou prezidenta. Dále ukázala oportunistické chování členů Sněmovny reprezentantů ve vztahu k hlasování o financování NASA. Výše financování vesmírných programů USA je tak determinována mezinárodním prostředím. Následná distribuce alokovaných prostředků je pak ovlivněna domácími politickými vlivy.

Abstract:

The aim of the dissertation is to analyze a possible existence of political business cycle within the US space policies. This dissertation belongs to an intersection of the new political economy and space policy. Thus, the dissertation is mainly an empirical study. After verification of a different funding trends in the US space policies and after an examination and an analysis of attitudes of American public towards the space exploration several space political cycles are defined and theoretically derived. Then they are empirically tested. There is evidence in support of the political ideological space cycle and opportunistic behavior of members of the US Congress. The US space budget is determined by the international environment while its distribution within the USA is dependent on political ideology and opportunism.
