The Falkland question in British-Argentine relations from the early 1980s to the present

Abstract:

Bakalářská práce se zabývá analýzou Falklandských ostrovů a jejich otázkou v britsko-argentinských vztazích. Zaměřuji se zde na zásadní události, které formovaly spor o suverenitu Falkland v zahraničně-politickém kontextu. Předmětem mé analýzy bude období od 80. let 20. století až po současnost. Práce je rozdělena na poměrně krátkou, teoretickou část, která se věnuje zahraniční politice obecně, a praktickou část, která se zaměřuje přímo na otázku Falkland v britsko-argentinských vztazích. V teoretické části popisuji charakteristiku, aktéry, cíle a nástroje zahraniční politiky, které následně využívám v části praktické. V první kapitole praktické části je hlavní pozornost upřena na vývoj sporu od 80. let 20. století, kde byly hlavními událostmi Válka o Falklandy a znovunavázání diplomatických styků. Následující kapitola analyzuje britsko-argentinské vztahy od počátku 90. let 20. století do konce tisíciletí. Poslední kapitola je věnována vývoji sporu od počátku 21. století až po současnost. V práci jsem se zabýval argentinským i britským pohledem na nárokování Falklandských ostrovů. Zaměřoval jsem se na využívání nástrojů zahraniční politiky a jejich proměnu s postupným vývojem sporu. Téma Malvín hraje v domácí politice Argentiny daleko zásadnější roli nežli tomu tak je v Británii. Argentinským politickým představitelům se podařilo vtisknout Malvíny do argentinské národní identity a argentinská veřejnost je tak přesvědčena o legitimnosti nároků na ostrovy. Představitelé Argentiny se již léta pokouší dotlačit Velkou Británii k jednacímu stolu a začít vyjednávat o suverenitě ostrovů. Pro Brity je však otázka Falkland hotovou záležitostí a jednání o změně statu quo odmítají. Při tomto jednání britská strana argumentuje zejména právem na sebeurčení. Občané Falkland jsou s Británií velmi silně propojeni a přejí si zůstat pod její správou. To vyjádřili v referendu v roce 2013. V posledních letech můžeme zaznamenat zlepšení bilaterálních vztahů mezi zeměmi, které pozitivně promlouvá také do jejich spolupráce. V roce 2015 se do úřadu prezidenta Argentiny dostal Mauricio Macri, který ukončil dlouhá léta agresivní politiky vůči Velké Británii, která byla dominantou Argentiny v téměř celém 21. století. Je však jasné, že se Argentina nároků na ostrovy nikdy nevzdá. Je pravděpodobné, že tento konflikt bude trvat ještě velmi dlouhou dobu a není jasné, jestli bude vůbec někdy vyřešen.

Abstract:

This bachelor's thesis concentrates on analysis of the Falkland Islands and their position in the British-Argentine relations. I focus on crucial events, which have formed the dispute over sovereignty of the Falklands in foreign-political context. The subject of my analysis is the period from the 1980s till the present. The thesis is divided into two parts, short theoretical segment, which deals with foreign policy in general, and practical part, which concentrates on the question of the Falkland Islands in British-Argentine relations. In the theoretical part, I describe characteristics, actors, goals and tools of foreign policy, which I then use in the practical part. In the first chapter of the practical part is the main attention focused on the development of the conflict from the 1980s, when the main events included the Falkland War and renegotiation of diplomatic relationships. The following chapter analysis the British-Argentine relations from the beginning of the 1990s till the end of the millennium. The last chapter deals with the development of the dispute from the beginning of the 21st century until the present. Throughout the thesis, I concentrated on both British and Argentine viewpoint on claiming of the Falkland Islands. I focused on the use of the tools of foreign policy and its change throughout the development of the conflict. The theme of the Malvinas plays a more fundamental role in the Argentine home policy than in the British one. The Argentine political representatives managed to imprint the Malvinas into Argentine national identity and the Argentine public is convinced of the legitimacy of the claims on the islands. The representatives of Argentina have been trying to get Great Britain to the negotiation table and begin the negotiations about the islands' sovereignty. However, Brits consider the question of the Falklands to be a done matter and reject negotiations on the change of the status quo. Britain argues these actions based on the right of self-determination. The citizens of Falkland Islands are closely connected with Britain and wish to stay under its administration as shown in the 2013 referendum. In the recent years, there have been visible signs of improvement of the bilateral relationships between those 2 countries, which positively affects their cooperation. In 2015 Mauricio Macri became the president of Argentina. He ended the long years of the aggressive policy against Great Britain, which was a dominating factor in Argentina for almost the whole 21st century. However, it is apparent that Argentina will never drop the claims on the Falkland Islands. It is probable, that this conflict will continue for a very long time and it is not clear if it will be ever resolved.
