Moravská Ostrava versus Nová Karolína, dead centrum vs living centrum.

Abstract:

Práce analyzuje centrum Ostravy tak, aby zjistila, zda je přitažlivé pro obyvatele. Za tímto účelem zkoumá jevy smršťování měst a suburbanizace, aby zjistila klíčové podmínky funkčnosti a rozvoje městského centra. Zkoumá, nakolik je splňuje centrum Ostravy, a zda stavba administrativně-obchodního centra Nová Karolina v jeho blízkosti byla pozitivním, či negativním krokem. Praktická část obsahuje dotazníkové šetření, které má sloužit k validaci a doplnění závěru teoretické části. Byly detekovány dílčí výzvy, kterým centrum Ostravy čelí, ve formě nedostatečné ekonomické rozmanitosti, nedostatečné rozvinutosti kulturní funkce, a konkurence ve formě Nové Karoliny, která je způsobilá problémy spíše prohloubit. Navrhovaným řešením na politické úrovni je nepodporovat oddělování jednotlivých funkcí (například výstavbou oddělených velkokapacitních obchodních či administrativních center), podpora různorodých podnikatelských projektů, podpora aktuálního a přitažlivého kulturní dění přímo v centru ? tedy vytvoření podmínek pro vznik různorodé sítě propojených funkcí spíše než monolitických bloků. Za klíčovou je však považována iniciativa samotných obyvatel, pro kterou vedení pouze připravuje podmínky.

Abstract:

The main focus of this paper is analysis of the Ostrava city-center, which should find how attractive it is for people. The key-tools are understanding of processes of city-shrinking and suburbanization and understanding of key conditions of functional city center. Paper then applies the conditions on Ostrava city-center to find whether they are fulfilled and whether the project of administrative-and-shopping center Nová Karolina alleviates or worsens the condition of city center. The paper has identified several challenges for the city-center, especially low diversity of Ostrava on economical level and also insufficient support of culture in the city-center (the latter was identified through analyzing the results of a questionnaire that was carried-out to verify and complement theoretical findings) but also in existence of an administrative-and-shopping center close to the city center. The proposed solution on political level is to stop further geographical concentration of city functions (e. g. creation of new ?shopping parks?), support of diversification of economy and support for more intensive cultural life in the city-center itself. The key factor is found not on political level but in the form of activity and creativity itself, which the political level can only support or suppress.
