Management approaches and developments in British Public Administration

Abstract:

Tématem této diplomové práce jsou Manažerské přístupy a vývoj v britské veřejné správě a jejich aplikace pro účely modernizace české veřejné správy. Práce se zaměřuje na popis důležitých momentů ve vývoji a historii veřejné správy Velké Británie, například New Public Management, Civil Service System a problematika vládních oddělení a státních úředníků. Dále jsou zde popsány současné trendy modernizace britské veřejné správy, jako jsou e-Government, e-Governance a další důležité trendy. Pro celistvost podaných informací je v této práci popsána problematika vize modernizace veřejné správy podle Evropské unie. Cílem této práce je analýza hlavních charakteristických rysů modernizace veřejné správy ve Velké Británii a jejich možná aplikace do prostředí české veřejné správy pro její zkvalitnění lepší plnění svých funkcí pro občany i uvnitř organizace samotné. Metoda zkoumání je deskriptivní přístup (empirický rozbor již existujících a uskutečněných systémů).

Abstract:

The topic of this thesis is the managerial approaches and developments in the British public administration and application the outcomes to the modernization of the Czech public administration. The thesis focuses on the description of important moments in the development of public administration and history of the United Kingdom, for example, New Public Management, Civil Service System and the issue of government departments and civil servants. There are also described current trends in the Civil Service Reform, such as e-Government, e-Governance and other important trends. For the integrity of the information provided this thesis describes the issue of the vision of modernization of the public administration by the European Union. The objective of this study is to analyse the principal features of the Civil Service Reform in the United Kingdom and their possible application for improvement of the Czech public administration in respect to citizens of that country but also for its functioning inside of the organisation. The method of investigation is descriptive approach (empirical analysis of existing and underlying systems).
