The Council for Radio and Television Broadcasting and its partners from the Central European Regulatory Forum

Abstract:

Touto kvalifikační prací (Rada pro rozhlasové a televizní vysílání a její partneři ze Středoevropského fora vysílání) navazuje autor na svoji předchozí diplomovou práci na téma Postavení a činnost Rady pro rozhlasové a televizní vysílání, díky jejímuž obhájení úspěšně zakončil svá studia na Právnické fakultě Univerzity Karlovy v Praze v lednu roku 2012 (promoce se konaly v březnu roku 2012). Autor chtěl rozšířit své dříve získané znalosti a zaměřit se i na situace panující v jiných zemích. Jako jednotící prvek si vybral oblast Středovýchodní Evropy, respektive státy spolupracující při regulaci rozhlasového a televizního vysílání a poskytování audiovizuálních mediálních služeb na vyžádání na základě Dohody o spolupráci a výměně informací. Cílem kvalifikační práce je nalézt co nejvíce pramenů informací, vypořádat se s jejich roztroušeností a ucelit je v jeden text, ze kterého by mohl případný čtenář získat co nejkomplexnější a přehledné informace o dané problematice regulačních orgánů vykonávajících dohled nad rozhlasovým a televizním vysíláním a nad audiovizuálními mediálními službami na vyžádání. Kvalifikační práce se nejvíce zaměřuje na požadavek nezávislého postavení těchto regulačních orgánů a na jeho naplnění právě v případě České republiky, Maďarska, Polské republiky, Rumunska, Republiky Srbsko a Slovenské republiky. Rovněž přináší základní informace o působnosti orgánů regulujících vysílání v uvedených zemích, přičemž toto vše se zároveň snaží zasadit do historicko-politického kontextu.

Abstract:

This thesis (The Council for Radio and Television Broadcasting and its partners from the Central European Regulatory Forum) builds on the author's previous thesis, which is entitled Position and Activities of the Council for Radio and Television Broadcasting and thanks to which its author graduated on the Faculty of Law of the Charles University in Prague in January 2012 (graduation ceremony in March 2012). The thesis should help its author to expand his previously acquired knowledge of the Czech situation and to focus on the situation in other countries. The author chose the area of Central and Eastern Europe, specifically states cooperating under the Memorandum of Understanding, as an unifying element. The main objective of this thesis is to find as many sources of information as possible, to deal with their fragmentation and to summarize them into a single text with complex and well-arranged information about the issue of regulatory authorities supervising radio and television broadcasting and audiovisual media services on demand. The thesis is most focused on the requirement of independence of regulatory authorities and on its fulfillment in case of the Czech Republic, Hungary, Poland, Romania, the Republic of Serbia and the Slovak Republic. It also provides basic information about powers and duties of these authorities in named countries and tries to put all this into historical and political context.
