Building Soft Power as Part of Chinese Foreign Policy

Abstract:

Práce vychází z konceptu měkké moci, se kterým přišel na začátku 90. let Joseph Nye. Text je rozdělen na tři oddíly. První se podrobně zabývá samotným konceptem, zdroji měkké moci a politikami, které lze použít k jejímu ovlivnění. Cílem druhé části je analýza kořenů konceptu měkké moci v čínském myšlení a zahraniční politice Čínské lidové republiky (s důrazem na reformní období od konce 70. let). Třetí část popisuje aktuální mechanismy a nástroje, kterými se čínská vláda pokouší posilovat měkkou moc státu. Cílem práce je ověření následujících hypotéz: 1) Čína si je vědoma významu měkké moci a dává mu stále větší a větší hodnotu. 2) V současnosti patří budování měkké moci mezi hlavní součásti zahraniční politiky Číny.

Abstract:

The thesis is based on the concept of "soft power", a term introduced by Joseph S. Nye in the early 90s. The text is divided into three main parts. First one thoroughly analyses Nye's concept of soft power, the sources of soft power and instruments which may be used in order to enhance state's soft power. Goal of the second part is an analysis of roots of the term in Chinese thinking and foreign policy of the People's Republic of China (with a main focus on its post-reform era since the late 70s). The third part describes current mechanisms and instruments which the Chinese government attempts to use in order to boost China's soft power. The main objective is a scrutiny of two hypotheses: 1) China is aware of the importance of soft power and gives it an increasingly higher value. 2) Nowadays, soft-power build-up belongs to the main parts of Chinese foreign policy.
