Environmental aspects of EU transport policy on example of maritime transportation

Abstract:

Přestože je námořní přeprava vnímána jako relativně ekologický způsob přepravy, pojí se i s ní řada negativních environmentálních aspektů, což staví Evropskou unii před nutnost reaktivních opatření. Hlavním cílem diplomové práce je analyzovat dosavadní vývoj problematiky environmentálních externalit v námořní přepravě s vazbou na legislativní regulace ze strany EU a identifikovat současné problémy a výzvy v této oblasti. V práci je nejdříve obecně nastíněna problematika externalit v námořní přepravě a představen její vývoj. Následně jsou analyticky rozebrána dosavadní legislativní opatření EU v dané oblasti a hodnocena úroveň dosažené internalizace. Třetí část práce se poté soustředí na aktuální dění v oblasti, kdy dává externality do kontextu s tzv. Shipping 4.0, a skrze dotazníkové šetření přináší na možnosti ekologizace námořní přepravy také pohled firem z praxe. Závěrečná kapitola poté navazuje výzvami, kterým EU dále čelí.

Abstract:

Although maritime transport is perceived as a relatively environmentally friendly mode of transport, it is also associated with number of negative environmental aspects, which places the European Union in the need for reactive measures. The main aim of this thesis is to analyze the current development of environmental externalities in maritime transport in relation to legislative regulations from the EU and to identify current problems and challenges in this area. Firstly, the issue of externalities in maritime transport is outlined in general and its development is presented. Subsequently, the existing EU legislative measures in this area are analyzed analytically and the level of internalization achieved is evaluated. The third part of the thesis focuses on the current situation in the field, which puts externalities in the context of the so-called Shipping 4.0, and through a questionnaire survey brings to the possibilities of greening maritime transport also the perspective of companies from practice. The final chapter then builds on the challenges the EU continues to face
