Great Britain and its Attitude on the Geneva Protocol

Abstract:

Cílem této bakalářské práce je poukázat na kolektivní bezpečnost ve 20. letech 20. století a na to, jak k této problematice přispěla Velká Británie. Autorka se ve své práci zaměřuje na zmapování událostí, které podpořily vznik Ženevského protokolu, a následných událostí, které se odehrály po něm, a při psaní si položila dvě důležité otázky: Měl Ženevský protokol vliv na realizaci kolektivní bezpečnosti? Jaké byly důvody odmítnutí protokolu britskou vládou? Jelikož se Velká Británie stala jedním z hlavních vítězů války, byla přesvědčena, že k nastolení míru v Evropě je třeba vytvořit novou kolektivní bezpečnost. Protože bylo třeba urovnat britsko-francouzské vztahy, byl vytvořen Ženevský protokol. Ženevský protokol zavazoval signatáře nevstupovat do války a přijmout povinnou jurisdikci Stálého dvora mezinárodní spravedlnosti pro čtyři kategorie sporů. Protokol poskytl jasnou definici agresorů, byli to především ti, kteří nesouhlasili s předložením sporu arbitráži a zároveň se zapojili do válečných akcí, na něž měly být uvaleny sankce. Pokud Rada Společnosti vyzvala signatáře k uplatnění sankcí, byli povinni se na těchto sankcích podílet podle své zeměpisné polohy a vojenské síly. Při formulování kolektivní bezpečnosti se stala důležitou otázka britsko-francouzských vztahů. Parlamentní volby konané v říjnu 1924 přinesly vítězství Konzervativní strany, která se po roce opět vrátila k moci. Novým premiérem se stal Stanley Baldwin a ministrem zahraničí Austen Chamberlain. Konečný výsledek Ženevského protokolu nebyl přijatelný ani pro Británii, ani pro Francii. Vítězstvím Konzervativní strany byl protokol v roce 1925 odmítnut. Pozornost se přesunula na jednání mezi Francií, Británií a Německem o Paktu západní bezpečnosti. Nakonec se ukázalo, že německé návrhy, které zpočátku nepřispěly k příznivému přijetí, přinesly své ovoce. Tato jednání vyvrcholila v říjnu 1925 v Locarnu. Ženevský protokol sice nezakládal žádný mír ani kolektivní bezpečnost, protože nebyl přijat, ale byl velmi důležitý pro vytvoření podmínek pro další úspěšnou realizaci v otázkách kolektivní bezpečnosti.

Abstract:

The aim of this undergraduate thesis is to highlight collective security in the 1920s, and how the UK contributed to this issue. The author's thesis focuses on mapping the events that supported the creation of the Geneva Protocol and the subsequent events that took place after it, and in writing the author asked two important questions: did the Geneva Protocol have an impact in the implementation of collective security? What were the reasons for the rejection of the Protocol by the British government? The answers to the questions are discussed in this thesis. As Great Britain had become one of the major victors of the war, it was convinced that a new collective security needed to be established to establish peace in Europe. Since there was a need to settle British-French relations, the Geneva Protocol was created. The Geneva Protocol obligated the signatories not to enter the war and to accept the compulsory jurisdiction of the Permanent Court of International Justice for four categories of disputes. The Protocol provided a clear definition of aggressors, it was mainly those who did not accept to submit their dispute to arbitration while engaging in hostilities on whom sanctions were to be imposed. If the Council of the Society called upon the signatories to apply sanctions, they were obliged to participate in those sanctions according to their geographical location and military strength. The issue of British-French relations became important in the formulation of collective security. The parliamentary elections held in October 1924 resulted in the victory of the Conservative Party, which returned to power again after a year. Stanley Baldwin became the new Prime Minister and Austen Chamberlain served as Foreign Secretary. The final outcome of the Geneva Protocol was not acceptable to either Britain or France. By winning the Conservative Party, the Protocol was rejected in 1925. Attention shifted to the negotiations between France, Britain and Germany on the Western Security Pact. In the end, the German proposals, which at first did not contribute to a favourable reception, proved to bear fruit. These negotiations culminated in Locarno in October 1925. The Geneva Protocol, though it did not establish any peace or collective security, since it was not adopted, was very important in setting the stage for further successful implementation on collective security issues.
