Analysis budgetary tax on the example municipal budget Tachlovice

Abstract:

Cílem bakalářské práce je analýza hospodaření obce Tachlovice v letech 2008--2013. Především se práce zaměřuje na příjmovou a výdajovou stránku obce. V teoretické části se práce zabývá strukturou rozpočtové soustavy v ČR, funkcemi rozpočtů., popisuje metody sestavování rozpočtů, rozpočtový proces a rozpočtový výhled. Dále práce seznamuje čtenáře s pojmem rozpočtová skladba, podle které dochází k třídění příjmů a výdajů rozpočtu. V poslední kapitole teoretické části je nastíněn průběh kontroly hospodaření územních rozpočtů a rozebrán ukazatel dluhové služby, který je počítán v praktické části. Praktickou částí je analýza rozpočtů obce Tachlovice v letech 2008--2013. Analýza šesti rozpočtových období obce ukázala, že je obec v dobré finanční kondici a její představitelé hospodaří s finančními prostředky zodpovědně. Tento fakt potvrdil výpočet ukazatele dluhové služby v letech 2011--2013. Dále bylo zjištěno, že samostatné příjmy obce stačí pouze na pokrytí běžných výdajů obecního rozpočtu. Investiční aktivita obce závisí na získaných dotacích.

Abstract:

The aim of Bachelor thesis is to analyse a budget of Tachlovice village in years 2008- 2013.The thesis focuses especially on revenues and expenses of the village. The theoretical part of the thesis consists of a structure of budget system in CR, functions of budgets and it describes methods of setting up budgets, budgetary procedure and budgetary perspective. The thesis explains budget structure according to that the revenues and expenses are categorized. The last chapter of theoretical part discusses monitoring of budget management of self-governing units and the debt service indicator, the indicator is calculated in the practical part of the thesis. The practical part discusses with six budgetary periods of Tachlovice village in 2008-2013. The analysis of revenues and expenditures for each analysed year proved that the village is in a good financial condition and the representatives economize with financial means. As a proof of this statement the debt service indicator is calculated for years 2011-2013. The analysis also shows that its own revenues cover only common expenses of the village budget. Investing activities of the village depend on grants.
