Comparison of graduates and their position on the labour market in structurally affected regions in the Czech Republic in the period 2016-2020

Abstract:

Cílem této diplomové práce je zhodnocení postavení vysokoškolsky vzdělaných jedinců na trhu práce ve strukturálně postižených krajích ČR, tj. v Karlovarském, Moravskoslezském a Ústeckém, v období 2016-2020. Na základě komparace dat plynoucích především z ČSÚ, MPSV a MŠMT jsou zjištěny rozdíly mezi kraji. V teoretické části je popsána důležitost investic do lidského kapitálu formou vzdělávání. Ty následně ovlivňují postavení samotného jedince ve formě lepšího uplatnění na trhu práce či menší pravděpodobnosti ohrožení nezaměstnaností. Dále ovlivňují i jednotlivé regiony, na jejichž území mají kvalitní lidské zdroje vliv na jejich následný rozvoj a konkurenceschopnost. Z výsledku práce však vyplývá, že vysokoškolský diplom nezaručuje tyto předpokládané vyhlídky, ale záleží na vystudovaném oboru, který je v daném regionu poptávaný. Ve zkoumaných krajích, ač spadajících pod totožnou kategorizaci pod strukturálně postižené regiony, se postavení vysokoškolsky vzdělaných jedinců ve sledovaném období liší. Kraje se musí vypořádat s různými regionálními potřebami na trhu práce a snažit se o sladění nabídky s poptávkou po práci. Z komparace lze vyzdvihnout Moravskoslezský kraj, který podílem vysokoškolsky vzdělaných jedinců a podíly studentů (i dle trvalého bydliště) a absolventů na území kraje na jeho celkovém obyvatelstvu, dosahoval nejvyšších hodnot. Mj. nabízí na svém území i nejširší možnosti pro vysokoškolské studenty. Ústecký i Karlovarský kraj se potýkají zejména s problémem nedostatku pedagogicky vzdělaných pracovníků. Neexistence VŠ a malý podíl vysokoškolsky vzdělaného obyvatelstva v Karlovarském kraji jeho situaci neulehčuje. Nicméně u všech zkoumaných krajů je patrná snaha vytvořit řadu opatření spějící ke zmírnění těchto individuálních problémů a sladit tak nabídku práce s poptávkou po práci na regionálních trzích práce. Mezi nejvíce poptávané obory ve všech zkoumaných krajích se zařadily obory Ekonomie, Pedagogika, učitelství a sociální péče či Lékařství. U kraje Moravskoslezského byla zřejmá výraznější poptávka po technických oborech.

Abstract:

The main objective of this Master’s thesis is to evaluate graduates and their position on the labour market in structurally affected regions in the Czech Republic, i.e. Karlovy Vary Region, Moravian-Silesian Region and Ústí nad Labem Region, in the period 2016-2020. Based on the data comparison taken primarily from ČSÚ, MPSV and MŠMT database, several differences between regions were found. In the theoretical part, the importance of investments through education into human capital is described. Consequently, these investments have led to improve the position of the individual on the labour market and to reduce the risk of unemployment. In addition, the investments also have a significant impact on the development of the individual regions, since high quality human resources are the key factor to their growth and competitiveness. Based on the research, an academic degree does not completely ensure any kind of success in terms of graduates career. The research has shown that field of study is what truly matters, as the labour demand differs with every region. Although the examined regions are all labelled as structurally affected, the research has shown significant differences in the graduates’ position on the labour market in the period under review. The regions must deal with specific regional requirements on the labour market and strive to reconcile a labour supply and demand. The regional comparison proved that Moravian-Silesian Region has the highest share of graduates and students (according to domicile) in the total population of the region. Besides, this region offers most academic opportunities if we are to consider the number of universities. Ústí nad Labem and Karlovy Vary Region struggle the most with lack of pedagogically educated workers. Moreover, Karlovy Vary Region has no university at all and also a low share of educated population, which amplifies the problematic situation in the region. Nevertheless, all of the examined regions have been trying to come up with necessary measures in order to mitigate the above-mentioned individual problems that the regions cope with. These measures should lead to balance the labour supply and demand in the regional labour market. Economy, Pedagogy, teaching, social care and Medicine are the most demanded fields in every of the observed regions. Technical field is noticeably more demanded in the Moravian-Silesian Region compared to the other regions.
