Waiting period in the Czech Republic between 2006-2020 and analysis of the impact of its abolition in 2019 on short-term incapacity for work

Abstract:

Hlavním cílem diplomové práce je zhodnotit vliv institutu karenční doby v letech 2006–2020 a její zrušení na dočasnou pracovní neschopnost v České republice. Sekundárním cílem práce je identifikovat a analyzovat dopady karenční doby na zaměstnavatele, zaměstnance a lékaře. Teoretická část práce se zaobírá charakteristikou nemocenského pojištění v České republice. Dále zdravím, jeho determinanty a rolí v lidském kapitálu. Pozornost je také věnována zásadním teoriím ekonomie zdraví. Praktická část analyzuje zásadní témata karenční doby, výsledky dotazníkového šetření a statistická data dočasné pracovní neschopnosti a jejich porovnání s Německem, Rakouskem, Polskem a Slovenskem. V závěru je zkonstruován ekonometrický model k provedení odhadu dopadu zrušení karenční doby na počet případů dočasné pracovní neschopnosti. Dle provedené analýzy, vedlo zrušení karenční doby k růstu počtu případů dočasné pracovní neschopnosti. Dalším zjištěním je skutečnost, že karenční doba nevedla k přecházení nemocí.

Abstract:

The main objective of the thesis is to evaluate the impact of the waiting period between 2006 – 2020 and its abolition on temporary incapacity for work in the Czech Republic. The secondary objective of the thesis is to identify and analyse the impact of the waiting period on employers, employees, and doctors. The theoretical part of the thesis deals with the characteristics of sickness insurance in the Czech Republic. Furthermore, health, its determinants and role in human capital. Attention is also paid to the fundamental theories of health economics. The practical part analyses the main topics of the waiting period, the results of a questionnaire survey and statistical data on temporary sickness absence and their comparison with Germany, Austria, Poland, and Slovakia. Finally, an econometric model is constructed to estimate the impact of the abolition of the waiting period on the number of temporary sickness absence cases. The analysis shows that the abolition of the waiting period has led to an increase in the number of cases of temporary incapacity for work. Another finding is that the waiting period did not lead to negative situation such as when employees go to work sick.
