Diplomová práca je rozdelená na všeobecnú a zvláštnu časť. Obsahom všeobecnej časti je vymedzenie základných teoretických východísk, pričom je kladený dôraz predovšetkým na definíciu pojmu strategická infraštruktúra, predstavenie relevantnej právnej úpravy a identifikáciu hlavných prekážok rýchleho zahájenia výstavby.
