Redistributive Effects of Inflation in the Czech Republic from 2020 to 2023

Abstract:

Tato bakalářská práce zkoumá inflační periodu a její vliv na redistribuci příjmů různých skupin obyvatelstva v České republice v letech 2020-2023. Jako jednotlivé skupiny obyvatelstva byly zkoumány z dat ISPV zaměstnanci soukromého sektoru a státní zaměstnanci, z dat MPSV starobní důchodci a příjemci sociálních dávek, z dat národních účtů příjemci mezd a platů, podnikatelé a vlastníci. Na základě analýzy inflace a jejich příčin byl identifikován hlavní inflační šok v období leden 2021 až leden 2023. Bylo zjištěno, že v nejvíce inflačním roce 2022 reálně tratily na inflaci všechny skupiny kromě vlastníků, přičemž největší reálné ztráty měly skupiny příjemců mezd, platů a sociálních dávek. Za celé období let 2020-2023 kromě vlastníků reálně svými příjmy předčily nárůst cenové hladiny skupiny starobních důchodců a příjemců sociálních dávek (v nichž jsou obsaženi starobní důchodci), avšak zejména díky nárůstům v méně inflačních letech 2020 a 2023. Hlavní hypotéza práce, že inflační šok ovlivnil příjmovou nerovnost v České republice negativně nebyla potvrzena, jelikož nebyl nalezen trend vyššího procentuálního nárůstu příjmů vyšších decilů domácností oproti nižším decilům v souvislosti s inflací. Za období let 2020-2022 nejméně rostl příjem 1. decilu a nejvíce 10. decilu, tato skutečnost byla ale způsobena covidovým rokem 2020. V nejvíce inflačním roce 2022 nejvíce nominálně rostly příjmy 3. až 7. decilu. Příjmová nerovnost byla měřena pomocí vývoje decilů domácností dle jejich příjmů z dat výběrového šetření Příjmy a životní podmínky domácností od ČSÚ. Přidaná hodnota tohoto výzkumu spočívá v analýze vývoje nejnovějších dat příjmů v souvislosti s inflační periodou, která byla v České republice od období transformace největší.

Abstract:

This bachelor thesis examines the inflationary period and its impact on the income redistribution of various population groups in the Czech Republic from 2020 to 2023. The individual population groups studied were employees of the private sector and state employees from ISPV data, old-age pensioners and recipients of social benefits from MPSV data, wage earners, entrepreneurs, and owners from national accounts data. Based on the analysis of inflation and its causes, the main inflationary shock was identified in the period from January 2021 to January 2023. It was found that in the most inflationary year of 2022, all groups except owners experienced real losses due to inflation, with the largest real losses observed among wage and social benefit recipients. Over the period 2020-2023 the groups of owners, old-age pensioners and social benefit recipients (including old-age pensioners) exceeded the increase in the price level with their incomes in real terms, the last two groups primarily due to increases in the less inflationary years of 2020 and 2023. The main hypothesis of the thesis, that the inflationary shock negatively affected income inequality in the Czech Republic, was not confirmed, as no trend of higher percentage income growth for higher deciles of households compared to lower deciles in relation to inflation was found. Over the period 2020-2022, the income of the 1st decile grew the least, while that of the 10th decile grew the most, but this was due to the COVID year of 2020. In the most inflationary year of 2022, the incomes of the 3rd to 7th deciles grew the most nominally. Income inequality was measured using the development of household deciles based on their incomes from the Czech Statistical Office's Income and Living Conditions Survey data. The added value of this research lies in the analysis of the latest income data in relation to the inflationary period, which has been the largest in the Czech Republic since the transformation period.
