Corporate town - position, fundamental problems of administration, legal regulations

Abstract:

Tato bakalářská práce podává ucelený pohled na institut statutárních měst. Práce je založena na pojednání o statutárním městě Plzni, jeho postavení , o základních problémech správy a právní úpravě. Více jsem se zaměřila na organizační strukturu Magistrátu města Plzně a městských obvodů. Je nutný a důležitý rovnovážný vztah mezi Magistrátem města Plzně, městskými obvody a ostatními organizačními jednotkami. Město, jako takové, je jeden velký systém, ve kterém je důležitá koordinace horizontálního a vertikálního řízení. Cílem je, aby město, co nejlépe plnilo svoji funkci. Proto je důležité ve své činnosti se snažit o aplikace způsobů řízení, modelů správy majetku a procesů.

Abstract:

This bachelor diploma work offers a coherent perspective on the legal situation of corporate towns. This thesis is based on the presentation of the corporate town Pilsen, its legal position, fundamental problems of its administration and legal situation. I have more focused on the organisational structure of the Town Council Pilsen´s and the town districts. The town as such is a complex system in which the coordination of the horizontal and vertical management is very important. The relation among the Town Council, town districts and others organisational bodies ist vital. The objective is, that the town does its best in fulfilling its function. Therefore one has to work on the application of the management modules, models of the property administration and the proceedings.
