The evolution of American foreign policy towards Vietnam since the normalization of the relations

Abstract:

Od konce vietnamské války existovala témata, v důsledku nichž zůstaly diplomatické a ekonomické vztahy mezi Spojenými státy americkými a Vietnamskou socialistickou republikou zmrazeny po dobu téměř dalších dvou desetiletí. Od normalizace diplomatických styků zahájené v roce 1995 postupně docházelo mezi oběma zeměmi k pragmatické kooperaci, jež dále umožňovala kvalitativní posun ve vzájemných vztazích napříč několika oblastmi. Cílem této bakalářské práce je analyzovat americkou angažovanost vůči Vietnamu v období administrativy Billa Clintona, George Bushe mladšího a Baracka Obamy za pomoci konceptu angažovanosti Evana Resnicka, a to v diplomatické, ekonomické a vojenské oblasti. Jádrem této práce je zodpovězení dané výzkumné otázky: Byla americká angažovanost vůči Vietnamu v daném období úspěšná či neúspěšná? Přičemž její úspěch je podmiňován třemi předpoklady, jejichž autorem je rovněž Resnick. V první kapitole představující teoretickou část autorka předkládá různá pojetí angažovanosti vybraných autorů a zároveň čtenáře seznamuje s konceptem angažovanosti dle Evana Resnicka. Druhá kapitola je věnována stručnému přehledu americko-vietnamských vztahů před uzavřením diplomatických styků. Další tři kapitoly se zabývají vždy jedním funkčním obdobím administrativy výše uvedených prezidentů. V rámci těchto kapitol a jejich podkapitol je analyzována americká angažovanost v dílčích oblastech, rovněž jsou formulovány zahraničně politické priority jednotlivých prezidentů. V závěru práce autorka argumentuje na základě načerpaných informací, analýzy a tří Resnickových předpokladů, zda byla americká angažovanost vůči Vietnamu v daném období úspěšná či neúspěšná.

Abstract:

Since the end of the Vietnam War there have been issues leaving diplomatic and economic relations between the United States of America and the Socialist Republic of Vietnam frozen for almost two more decades. Following the normalization of diplomatic relations, launched in 1995, pragmatic cooperation between the two countries gradually progressed, which enabled a further qualitative progress in mutual relations across several areas. The aim of this Bachelor's thesis is to analyse the United States' engagement in relation to Vietnam during Bill Clinton, George Bush, Jr, and Barack Obama presidency, on the basis of Evan Resnick's engagement concept, namely in the diplomatic, economic and military spheres. The core of this thesis is to answer the following research question: Was America's engagement in relation to Vietnam in the given period successful or not? Its success is in fact conditioned by three assumptions, also established by Resnick. In the first chapter representing the theoretical part, the author of this thesis presents various concepts of engagement, set up by selected authors, and simultaneously enables the readers to become better acquainted with Evan Resnik's engagement concept. The second chapter and its subchapter contain a brief overview of US-Vietnam relations before the conclusion of diplomatic relations. The other three chapters deal individually with a single term of each administration of the aforementioned presidents. These chapters and their subchapters contain analyses of the US engagement in specific sub-fields and formulate the individual presidents' foreign policy priorities. In the final part of the thesis the author puts forward various arguments based on information, analysis and three Resnick´s assumptions if the America´s engagement efforts in relation to Vietnam were in the relevant period successful or not.
