PRESIDENT BARACK OBAMA'S FISCAL POLICY IN THE WAKE OF THE GREAT RECESSION

Abstract:

Tato bakalářská práce analyzuje fiskální kroky prezidenta Baracka Obamy v důsledku Velké recese roku 2008. Práce má za cíl pomocí analýzy federálního rozpočtu a taktéž vývoje HDP potvrdit vědeckou hypotézu: opatření fiskální politiky federální vlády vedla ke zrychlení růstu HDP a k navýšení deficitu federálního rozpočtu a prohloubení dlouhodobého zadlužení. Výsledky výzkumu hypotézu potvrzují v celém rozsahu. Bylo dokázáno, že fiskální kroky navýšily federální deficit a prohloubily dlouhodobé zadlužení. Analýzou růstu tempa HDP je pak prokázáno, že po roce 2009 se tempo růstu HDP zrychlilo. K verifikaci hypotézy je použito následujících dílčích výzkumných otázek: Jaké fiskální kroky učinila federální vláda v návaznosti na Velkou recesi? Jaké bylo tempo růstu HDP během let 2008-2013 a jaký vliv na něj měla federální vláda? Jak se vyvíjel deficit federálního rozpočtu v uvažovaném období? Přínosem této práce je zhodnotit roli fiskální politiky v kontextu ekonomických cyklů analýzou fiskálních nástrojů, jejich pozitiv a negativ v jejich vlivu na hospodářský vývoj. Práce tak přispěje do diskurzu ohledně této dílčí hospodářské politiky.

Abstract:

This bachelor's thesis analyzes President Barack Obama's fiscal actions in the aftermath of the Great Recession of 2008. The aim of the thesis is to confirm the scientific hypothesis by analysing the federal budget and the evolution of GDP: the fiscal policy measures of the federal government led to an acceleration of GDP growth and to an increase in the federal budget deficit and a deepening of the long-term debt. The research results confirm the hypothesis in its entirety. It has been shown that fiscal actions have increased the federal deficit and deepened long-term debt. The analysis of GDP growth rates then shows that GDP growth rates accelerated after 2009. The following sub-research questions are used to verify the hypothesis: What fiscal actions did the federal government take in the wake of the Great Recession? What was the GDP growth rate during 2008-2013 and how did the federal government influence it? How did the federal budget deficit evolve over the period under consideration? The contribution of this paper is to describe the role of fiscal policy in the context of economic cycles by analyzing fiscal instruments, their positives and negatives in their impact on economic development. Thus, the thesis will contribute to the discourse regarding this sub-sector of economic policy.
