Abstract:

Tato práce je zaměřena zejména na analýzu problematiky závěrečné zkoušky z ovládání motocyklu a hodnocení této zkoušky a s tím spojenou nehodovost řidičů motocyklu, která patří v ČR k nejvyšším v zemích EU. Zkouška se dělí na dvě základní části: ovládání vozidla na cvičišti a ovládání vozidla v provozu. První části se věnuje při konání praktické zkoušky jen malá pozornost. Je to dáno jednak tím, že není ani přesně popsaná v prováděcích předpisech, ze kterých následně vychází zkušební komisař, ale i samotným zabezpečením prostoru a vybavení potřebné plochy pro samotnou realizaci. Metodika provádění závěrečné zkoušky je ve většině zemí EU do podrobnosti rozpracována a kriteria hodnocení pro splnění jednoznačně stanovena. Centrum dopravního výzkumu v Brně navrhlo variantu, která vychází z metodik používaných dlouhodobě právě v zemích, kde je nehodovost této skupiny řidičů mnohem menší. Pro bezpečnou jízdu na motocyklu je naprosto prvotním požadavkem získání a procvičení základních návyků pro ovládání stroje a řešení krizových situací. Zavedení těchto prvků zkoušky a následné objektivní vyhodnocení zkušebním komisařem je jedním z mnoha kroků, které přispějí ke snížení nehodovosti řidičů motocyklů.

Abstract:

This thesis focuses particularly on the analysis of issues concerning final examination in motorcycle driving and evaluation of its results and related accident rate of motorcycle drivers, which, in the Czech Republic, is one of the highest rates in the European Union. The examination consists of two parts: control of the vehicle on the training ground and control of the vehicle in traffic. Only little attention is paid to the first part during the practical examination. One of the reasons is that this part of the exam is not precisely described in implementation regulations, which are used by the examining inspector as the basis for the evaluation; another reason is difficulty in procuring the training ground and its facilities for the practical examination. The methodology for the procedure of the final examination is elaborated in detail and evaluation criteria are clearly determined in most EU states. The Transport Research Center in Brno has proposed a solution based on methods used in the long-term run in countries, where the accident rate for this group of drivers is significantly lower. The primary prerequisite for safe motorcycle driving is acquisition and practicing the basic habits in controlling the vehicle and resolution of critical situations. Introduction of the above mentioned features to the examination and subsequent objective evaluation by the examiner is one of the many steps that can contribute to decreasing the accident rate of motorcycle drivers.
