Abstract:

Na přelomu tisíciletí dosáhla Evropská unie celé řady úspěchů. Jedenáct z patnácti členských zemí přijalo společnou měnu – euro. Evropský rozpočet zůstává vyrovnaný a Unie se pomalu připravuje na velké rozšíření o země bývalého socialistického bloku. Zdálo by se, že je vše v pořádku, ale ozývají se silné kritické hlasy, že vše je naopak. Evropská unie ztrácí na globálním ekonomickém trhu, její největší konkurenti USA a Japonsko. Při analýze příčin tohoto stavu byl zjištěn značný deficit v podpoře výzkumu, vývoje a inovací. Je zapotřebí transformovat vzdělávací systémy v členských zemích i zkvalitnit práci s lidskými zdroje. Tyto a další cíle byly zahrnuty do Lisabonské strategie. Ta si dala pro první desetiletí 21. století silně ambiciózní cíle – dohnat a předehnat své dva ekonomické rivaly. Tento projekt zcela zkrachoval, k Japonsku a USA se navíc přidala Čína a tyto tři země se spíše svými hospodářskými výsledky od EU vzdálily. V roce 2010 je schválena nová Strategie růstu – Evropa 2020 a její cíle jsou poněkud skromnější – zajištění trvale udržitelného růstu EU. Dokument je rozpracován do priorit a cílů, které musí Komise i členské země do roku 2020 splnit. Tato diplomová práce je zaměřena na analýzu příčin neúspěchů Lisabonské strategie a rozbor navrhovaných opatření ve strategii Evropa 2020. Cílem je rozbor forem opatření, která umožní implementaci strategie Evropa 2020 do národních rozvojových plánů zemí EU a doposud dosažených výsledků tohoto procesu.

Abstract:

At the turn of the millennium, the European Union reached a wide range of achievements. Eleven of the fifteen member countries adopt a common currency - the euro. The budget remains balanced and the Union is slowly preparing for a major enlargement to include countries of the former socialist bloc. It would seem that everything is fine, but there is strong criticism that things are not as they seem to be. The European Union is losing the global economic market; its biggest rivals are USA and Japan. When analyzing the causes of this condition, significant deficits in the research, development and innovation were detected. It is necessary to transform education systems in member countries and to improve the work with human resources. These and other objectives were included in the Lisbon Strategy. The Strategy set a highly ambitious goal - to catch up and surpass its two economic rivals. This project was totally bankrupt, for Japan and the US we were enriched by another partner – China. These three countries were rather ahead of the EU in their economic results. In 2010, a new strategy for growth and development - Europe 2020 was approved - and its goals were more modest - to ensure sustainable growth in the EU. The document is drawn up into priorities and objectives which the Commission and Member States should meet by 2020. This thesis is focused on analyzing causes of the Lisbon strategy failures and analysis of the measures proposed in Europe 2020. The aim is to analyze the measures which will enable the implementation of the Europe 2020 strategy into national development plans of the EU countries and the results achieved so far in this process.
