The Reform of Public Administration as a Process of Decentraliozation in the Modern Democratic State

Abstract:

Práce Reforma veřejné správy jako proces decentralizace v moderním demokratickém státě rekapituluje reformu veřejné správy v České republice, přičemž vychází z jejích historických východisek v návaznosti na základní principy Evropské charty místní samosprávy. Podává přehled o jednotlivých fázích reformy, přičemž jádrem práce je rozbor její III. fáze zaměřené na ústřední správu včetně řešení postavení zaměstnanců veřejné správy – veřejné služby a zavádění moderních technologií do veřejné správy pod názvem e-Government. Prezentovány jsou některé její nedostatky a příčiny, proč dosud nebyla realizována reforma ústřední státní správy stejně jako modernizace a zefektivnění veřejné správy a byly realizovány jen jednotlivé kroky. Pozornost je věnována důsledkům oddalování platnosti zákona o státní službě a postavení zaměstnanců veřejné správy. Nastíněna jsou možná řešení a východiska, která by vedla k důslednému dokončení započatých reforem.

Abstract:

Work Reform of public administration as a process of decentralization in the modern democratic state recapitulates the reform of public administration in the Czech Republic, and is based on its historical foundations, following the basic principles of the European Charter of Local Self-Government. It gives an overview on the different stages of reform. The core of the work is the analysis of the 3rd phase focused on the central management including solutions of the status of civil servants, public services and the introduction of modern technologies in the public administration called the e-Government. The disadvantages are listed showing why the reform of central goverment has not been implemented. Apart from the modernization and streamlining of public administration only a few steps have been implemented. Attention is paid to the consequence of delaying the civil service law on the status of civil servants. As outlined there are some possible solutions and steps that would lead to the consistent completion of the initiated reforms.
