Interactive crisis management portal as an important information aspect of population protection in the region

Abstract:

Diplomová práce přináší zhodnocení současného stavu na poli krizového řízení, pojednává o charakteristice nastavení celého systému i jednotlivých opatření, které jsou pro region České republiky ukotvené a klíčové. Diplomová práce se zaměřuje na zhodnocení současného stavu zabezpečení systému krizového řízení za podmínek, které veřejná správa umožňuje, neboť ty jsou základním determinantem rozvoje systému z bodu, ve kterém se momentálně nachází. Úvodem se zaměřuje na pojetí ochrany života, které z pohledu historického kontextu nebylo vždy uchopeno v souladu se samotnou podstatou života, a tedy jako hodnotou nevyčíslitelného a významností nepřekonatelného charakteru hodného úcty. Ač jsou v současném bezpečnostním systému ukotveny tyto prvky v té nejvýznamnější rovině, vyskytuje se zde určitá roztříštěnost a nejednotnost v jeho jednotlivých oblastech. Další část této práce se zabývá krizovou komunikací jako základním prostředkem porozumění v krizových situacích, vyzdvihuje její úskalí, ale i přednosti prostřednictvím, kterých je možné úspěšně procházet složité a kritické situace. Praktická část této práce prověřuje a vykresluje efektivnost zabezpečení systému krizového řízení jako celku jak za mimořádných situací, na které se lze připravit, tak i za situací, na které není možné se připravit. Diplomová práce se také dotýká aktuálního tématu výskytu pandemické nákazy COVID 19 a jejího dopadu na bezpečnostní systém, který kvůli tomu nebude snadné rozvíjet podle dosavadních plánů. Praktická část dále přináší analýzu vybraných krizových portálů v České republice, které vykazují nepropojenost, což přináší rozdílnou informovanost v jednotlivých regionech. Na tyto problémy reaguje návrhová část, která shledává prostor pro zefektivnění informovanosti a celého systému ve vytvoření jednotného národního krizového portálu, v investicích do vědy, výzkumu, proměně vzdělávání a v neposlední řadě rozvíjení krizového řízení na úrovni regionálních politik, což by přineslo sjednocení právě na té regionální úrovni, která je potřeba posílit.

Abstract:

The diploma thesis provides an evaluation of the current situation in the field of crisis management, discusses the characteristics of the setting of the entire system and individual measures that are anchored and key for the region of the Czech Republic. The diploma thesis focuses on the evaluation of the current state of security of the crisis management system under the conditions that the public administration allows, as these are the basic determinant of the development of the system from the point in which it is currently located. The introduction focuses on the concept of protection of life, which from the point of view of historical context has not always been grasped in accordance with the very essence of life, and thus as a value of incalculable and insurmountable character worthy of respect. Although in the current security system these elements are anchored in the most important level, there is a certain fragmentation and inconsistency in its individual areas. The next part of this thesis deals with crisis communication as a basic means of understanding in crisis situations, highlights its pitfalls, but also the advantages through which it is possible to successfully go through complex and critical situations. The practical part of this thesis examines and depicts the effectiveness of security of the crisis management system as a whole both in emergency situations for which it is possible to prepare, and in situations for which it is not possible to prepare. The diploma thesis also touches on the current topic of the occurrence of the pandemic COVID 19 infection and its impact on the security system, which will therefore not be easy to develop according to current plans. The practical part also provides an analysis of selected crisis portals in the Czech Republic, which show disconnectedness, which brings different information in different regions. The draft part responds to these problems, which finds space for streamlining information and the whole system in creating a complex national crisis portal, investing in science, research, transforming education and, last but not least, developing crisis management at regional policy level, which would bring unification, the regional level that needs to be strengthened.
