Public Private Partnership as a Tool of Regional Policy

Abstract:

Diplomová práce se zabývá problematikou partnerství veřejného a soukromého sektoru (PPP) v České republice a zahraničí. Tento koncept se začal formovat v osmdesátých a devadesátých letech minulého století, avšak doposud existují značné bariéry bránící jeho rozvoji. Hlavním cílem práce je zmapovat současnou situaci PPP v oblasti silniční infrastruktury v České republice a na Slovensku a zaměřit se na rozdílné přístupy k této formě partnerství. Úvodní část práce objasňuje terminologii a základní prvky, které s danou problematikou souvisí. Postupně je PPP zapracován do více praktických částí, které již souvisí s konkurenceschopností a dopravní infrastrukturou. Aplikační část pracuje se dvěma infrastrukturními PPP projekty a na základě zjištěných dat je komparuje. Klíčová část poukazuje na to, že i přes značnou náročnost je tento koncept v praxi velmi přínosný. Závěr práce vychází ze všech předešlých kapitol, které poskytují dostatečnou základnu pro vytvoření doporučení, která by měla pomoci rozvoji PPP.

Abstract:

This diploma thesis deals with the issue of Public-Private Partnership (PPP) in the Czech Republic and abroad. The concept of PPP began to shape in the 1980s and 1990s, but there are still significant barriers to its development. The main objective of the thesis is to map the current situation of the PPP in the field of road infrastructure in the Czech Republic and Slovakia and to focus on different approaches to this form of partnership. The introductory part of the thesis explains terminology and basic elements related to PPP. The following parts are more practical and related to competitiveness and transport infrastructure. The application part works with two infrastructure PPP projects and compares them after exploring obtained data. In the key part of the thesis it is pointed out that, despite the considerable demands, this concept is very beneficial in practice. The conclusion of the thesis is based on all of the previous chapters, which provide a sufficient basis for making recommendations that should help the development of PPP.
