The effects of Globalization on the Welfare State

Abstract:

Předložená práce se zabývá vztahem mezi globalizací a státem blahobytu. Jejím cílem je analyzovat dopady globalizace na OECD země v následujících oblastech: příjmová a výdajová stránka, financování sociálních výdajů skrze prohlubování vládního dluhu a rozhodující determinanty vývoje států blahobytu. Jako empirická data jsou užita data z OECD databází monitorující vývoj vybraných relevantních ukazatelů. Rovněž jsou prezentovány a analyzovány výsledky několika empirických studií od předních vědců. Výsledky empirických dat jsou posléze konfrontovány s hypotézami zastánců čtyř „škol“ zabývajícími se vztahem globalizace-stát blahobytu. Na základě analýzy dat autor dospívá k názoru, že globalizace má negativní dopad na státy blahobytu a to v podobě omezené autonomie na poli daňové politiky. Nicméně hypotéza globalizační teorie o demontování států blahobytu v důsledku pokračující ekonomické globalizaci je neoprávněná. Naopak, zdroje tlaků kladené na současné státy blahobytu jsou generovány skrze sociální a ekonomické transformace těchto států (zejména skrze stárnutí populace). Úplným závěrem je konstatování, že stát blahobytu jako instituce nadále zůstává realitou v zemích OECD, nicméně je třeba tuto instituci rekalibrovat tak, aby bylo dosaženo její ekonomické udržitelnosti.

Abstract:

The diploma paper deals with the globalization-welfare state nexus. Its aim is to analyze the impacts of globalization on the OECD countries as regards the revenue/expenditure sides, the aspect of compatibility of the increasing public debt with the increasing public social expenditures and finally the principal determinants of the evolution of welfare states. As empirical data are used those from OECD Revenue Statistics mapping the development of the relevant variables in all OECD countries and the results of several analyses done by the prominent scholars are presented. The results of empirical data are confronted with the hypotheses proposed by the adherents of the four schools assessing the globalization-welfare state nexus. It concludes that globalization might have a negative impact on the welfare states as regards the tax autonomy. Nevertheless the hypothesis of strong globalization theory related to rolling back or even dismantling of the welfare state is irrelevant. On the contrary, many problems of the current welfare states are directly generated within the affluent democracies through social and economic transformations (especially through the demographic shift to an older population). Finally, it can be concluded, that the welfare state is here to stay, even though it needs to be recalibrated in order to maintain the fiscal equilibrium as regards the increasing tendency of public debt.
