The Role of voluntary associations cities and villages (microregions) in regional development

Abstract:

Práce se zaměřuje na spolupráci obcí a měst a regionů jako jednoho z faktorů regionálního rozvoje. První část se zabývá možnými formami spolupráce mezi obcemi a detailně představuje platnou legislativu. Vychází především ze zákona o obcích, pozornost je však věnována také dalším právním normám, které se k této problematice vztahují. Pojednáno bude jak o spolupráci pouze mezi obcemi, tak o spolupráci obcí s dalšími právnickými a fyzickými osobami. Druhá část se věnuje výhradně dobrovolným svazkem obcí. Hlavní část práce analyzuje současný stav spolupráce MIkroregionu Hranicko. U uvedeného mikroregionu je čtenáři přiblížena jeho územní působnost, způsob a důvody jeho vzniku, charakteristika nejvýznamnějších obcí a měst a především jeho dosavadní činnost. V poslední části práce bude zmíněna využitelnost francouzského modelu v českých podmínkách.

Abstract:

This thesis is focused on the cooperation among villages, cities and regions as an element of regional development. The first part handles all possibilites of cooperation between municipalities and current legislation is presented detail. The Municipalities Act serves as the basis, however, attention is also focused on other legal rules related to the topic. The thesis deals both with cooperation among municipalities themselves and cooperation of municipalities with other artificial and natural persons. The second part describes voluntary association of municipalities. The main part of the work, analyse the current state of cooperation in micro-region ?Mikroregion Hranicko?. In case this microregion, the regional field of action, foundation reasons and methods, characteristics of the most important villages and cities and mainly their up to now activiteis are introduced to the leader this work. In the last chapter will be mentioned potential serviceability of the French model in Czech conditions.
