Práce analyzuje po právní stránce systém poskytování zdravotních služeb v zařízeních Vězeňské služby ČR. Mapuje historický vývoj vězeňského zdravotnictví na českém území, relevantní vnitrostátní i mezinárodní právní úpravu. Součástí práce je zařazení diskutovaného tématu do správně právní nauky.
