Abstract:
Tato práce se zabývá územními samosprávnými celky a jejich hospodařením. Nejprve definuje postavení obce ve veřejném sektoru. Dále popisuje rozpočet obce, způsob jak je sestavován a jak je upravován zákonem. V druhé části se zabývá hospodařením obcí, příjmy obcí a jejich dělením na daňové, nedaňové a transfery a výdaji obcí a jejich dělením. This thesis focuses on municipal governments and their management. At first, it defines the status of municipalities in the public sector. It further describes municipal budget, the way it is compiled and how it is treated by the law.
