Transformations of the organization of the space of the Czechlands: reflection of historical development during 1945 - 1949

Abstract:

Disertační práce se zabývá problematikou organizace prostoru – tedy cílenými státními intervencemi motivovanými snahou o ovládání, řízení a usměrňování společnosti skrze prostor – českých zemí v období let 1945 až 1949 na příkladu krajské reformy z roku 1949. Vzhledem ke snaze identifikovat a interpretovat vzájemné úzké propojení mezi politikou, prostorem a odborným věděním není krajská reforma studována ve své komplexnosti, ale pozornost je zaměřena primárně na otázku vzájemného propojení krajské reformy a geografického vědění. Interpretace tohoto vztahu byla učiněna ve dvou navzájem propojených krocích. V prvním předběžném kroku byl na základě archivního výzkumu identifikován odborný návrh regionalizace (tzv. regionalizace Ústřední rady odborů), který se stal podkladem pro finální vymezení krajů. Následně byla ve druhém hlavním kroku tato regionalizace situována do širšího politického, sociálního a intelektuálního kontextu. Z hlediska organizace prostoru, respektive politiky prostoru nelze na krajskou reformu pohlížet jako na jednorázový akt, ale je nutné ji interpretovat jako součást širšího projektu transformace státního prostoru, který byl úzce propojen s procesem proměny československé společnosti po konci druhé světové války. V kontextu projektu transformace státního prostoru vznikla nová síť produkce dominantního vědění, kde došlo k zásadnímu překladu: k propojení plánování s problematikou členění prostoru. Zúžení problematiky prostoru pouze na otázku plánování vedlo k novým přístupům k členění prostoru a zásadně ovlivnilo vznik nové konceptualizace a reprezentace prostoru a jeho členění. Prostor a odborné vědění nehrály z hlediska organizace prostoru pasivní a apolitickou roli, ale naopak je lze označit za aktivní politické aktéry v projektu budování nové socialistické společnosti.

Abstract:

The dissertation thesis deals with the issue of the organization of a space – i.e. deliberate state intervention motivated by the effort to govern, manage and rectify the society through the space – in the Czechlands between 1945–1949 on the example of the 1949 administrative reform. Regarding the effort to identify and interpret mutual close relationship between politics, space and scientific knowledge the administrative reform is not studied in its complexity, but the attention is primarily paid to the issue of mutual relationship of the administrative reform and geographical knowledge. The interpretation of this relationship has been made in two interlinked steps. In the first preparatory step the scientific proposal for regionalization (so called Central Union council regionalization) has been identified based on the archive research, which became the foundation for the final delineation of regions. In the following main step the regionalization has been situation into wider political, social and intellectual context. From the point of view of the organization of a space and politics of a space the administrative reform cannot be seen as a single act, but it has to be interpreted as a part of a wider project of the transformation of the state space, which was closely linked to the process of the transformation of Czechoslovak society after the Second World War. In the context of the project of the transformation of state space a new network of production of dominant knowledge was formed, when a crucial translation occurred: a linkage between planning and issue of division of a space. Narrowing of the issue of a space down to the issue of a planning led to new approaches to the division of a space and significantly influenced the conceptualisation and representation of a space and its division. The space and scientific knowledge did not play a passive and apolitical role in the organization of a space, but on the contrary they can be labelled as active political actors in the project of the building of a new socialist society.
