Program LEADER: management control of rural development through LAG (Local active groups) the countryside of Šumperk

Abstract:

Vstup České republiky do EU otevřel brány volnému obchodu, volnému pohybu lidského i finančního kapitálu. Dynamický růst ekonomiky a růst životní úrovně přinesl vznik disparit mezi urbanistickými centry a periferními oblastmi. Těchto rostoucích disparit si je vědoma i EU a proto v roce 1974 dala vzniknout Evropskému fondu regionálního rozvoje, který se stal nástrojem regionální politiky EU. S členstvím v EU dostala ČR možnost čerpat finanční dotace z evropských fondů na podporu znevýhodněných oblastí. V rámci regionální a strukturální politiky EU u nás funguje více jak 26 operačních programů, které mají za cíl snižovat regionální disparity. Mezi těmito programy značně vybočuje program LEADER, který obrací zaběhlý model centralizovaného řízení vzhůru nohama. Tento metodický přístup využívá energie a zdrojů všech, kteří mohou přispět v procesu venkovského rozvoje, prostřednictvím zpracování místní strategie a propojením veřejného, soukromého a občanského sektoru v rámci místní akční skupiny.

Abstract:

The entrance of the Czech Republic into the EU has opened the gate to free trade, free management of human potential and finance. Dynamic growth of the economics and living standard has brought the existence of differences between urban centres and outskirts. Even the EU is aware of these growing differences and that is why in 1974 the EU supported the foundation of the European fund of the regional development which has become the instrument of the EU regional politics. The CR being a member of the EU has got a chance to gather financial donation from EU funds to support the regions being in disadvantage. Within the regional and structural politics of the EU there are more than 26 operation programmes in our country the aim of which is to decrease regional differences. Out of these programmes the programme LEADER outstands the others. This methodological approach makes use of energy and sources of all that can atribute in the process of rural development throughout managing local strategies and linking public, private and civic sector within the local working group.
