Abstract:

Tato práce si dává za cíl zanalyzovat pokusy o zákonnou regulaci lobbingu v ČR v kontextu již existujících modelů regulací ve světě. Pro tuto práci byly vybrané země jako USA, Velká Británie a Německo. Z popisu regulací v těchto zemích jasně vyšlo, že nejrobustnější systém regulace lze nalézt v USA. V poslední kapitole poté rozebírám pokusy o zákonnou regulaci lobbingu z let 2009, 2010 a 2019. Nejpokročilejší z těchto pokusů lze označit návrh zákona z roku 2019, která se podobala americkému typu regulace. Nutno podotknout, že žádný z návrhů neprošel legislativním procesem, a proto do dnešního dne neexistuje zákonná regulace lobbingu v ČR.

Abstract:

The aim of this work is to analyze attempts to legally regulate lobbying in the Czech Republic in the context of already existing models of regulation in the world. Countries such as USA, Great Britain and Germany were selected for this work. From the description of the regulations in these countries, it was clear that the most robust system of regulation can be found in the USA. In the last chapter, I discuss the attempts to legally regulate lobbying from 2009, 2010 and 2019. The most advanced of these attempts can be called the 2019 bill, which resembled the American type of regulation. It should be noted that none of the proposals passed the legislative process, and therefore to this day there is no legal regulation of lobbying in the Czech Republic.
