Efficiency and Effectiveness of Review of the Public Procurements

Abstract:

Předkládaná práce se zabývá oblastí veřejných zakázek v České republice. V první části práce je objasněná definice veřejných zakázek a souvisejících pojmů a dále je práce především zaměřená na přezkumné řízení, jak v České republice tak vybraných států Evropské unie. Na základě dotazníkového šetření jsou analyzovány odpovědi subjektů, kterým byla uložena pokuta od Úřadu pro ochranu hospodářské soutěže. Závěr práce se pak věnuje efektivnosti Úřadu pro ochranu hospodářské soutěže, i za předpokladu, že hlavním cílem tohoto úřadu není být výdělečný.

Abstract:

This master thesis deals with public procurement in the Czech Republic. The first part of the thesis is focused on the explanation of public procurement and related terms. It also clarifies the review process in the Czech Republic as well as in selected countries of European Union. The thesis also contains the evaluation of the questionnaire survey. The questionnaires were distributed to the subjects that were fined by the Office for the Protection of Competition and obtained responses were properly analyzed. The last part of the thesis is dedicated to the effectiveness of the Office for the Protection of Competition, even though the profitability is not the main objective of this Office.
