Influence of municipality size and competence on its budget

Abstract:

Bakalářská práce se zabývá vlivem velikosti obce a působnosti na strukturu rozpočtu obce. Cílem práce je analyzovat vývoj struktury příjmů a výdajů rozpočtů vybraných obcí ve vztahu k velikosti obce a k samostatné a přenesené působnosti obce. Práce je rozdělena do čtyř na sobě závislých kapitol. První kapitola je zaměřena na postavení obcí ve veřejné správě z historického a právního hlediska, samostatnou a přenesenou působnost obcí a činnosti orgánů obcí na příkladu konkrétních obcí. Druhá kapitola se zabývá finančním systémem místní samosprávy a jeho charakteristikou. Třetí kapitola je věnována analýze příjmové a výdajové stránky rozpočtů vybraných obcí za sledované období. Čtvrtá kapitola se zabývá analýzou vybraných mandatorních výdajů dle paragrafů odvětvového členění rozpočtové skladby, komparací těchto výdajů ve vybraných obcích a jejich zhodnocením.

Abstract:

The bachelor thesis deals with the influence of municipality size and its competence on the structure of the municipal budget. The aim of this thesis is to analyze the revenue and expenditure structure evolution of budgets of selected municipalities in relation to the size of the municipality and the independent and transferred competencies of the municipalities. The thesis is divided into four interdependent chapters. The first chapter focuses on the position of municipalities in public administration from a historical and legal point of view, a independent and transferred competencies of municipalities and activities of municipal authorities presented on the example of specific municipalities. The second chapter deals with the financial system of local self-government and its characteristics. The third chapter is devoted to the analysis of the revenue and expenditure side of budgets of selected municipalities for the monitoring period. The fourth chapter analyzes the selected obligatory expenditures according to the articles of the sectoral breakdown of the budget structure as well as the comparison of these expenditures in selected municipalities and their evaluation.
