Managed Liberalization in Southern and Eastern Africa. Comparative Study of Botswana, Tanzania and South Africa

Abstract:

Tato studie se zabývá konceptem řízeného trhu v kontextu Jižní a Východní Afriky. Koncept je rozebrán nejprve teoreticky a potom na případových studiích Tanzánie, Jihoafrické republiky a Botswany. Práce si klade za cíl demonstrovat relevanci konceptu řízeného trhu pro daný region, protože strategie řízeného trhu umožnuje efektivní využití všech lidských a přírodních zdrojů, které jsou v dané zemi k dispozici. To dává Africe možnost zbavit se tzv. afrického paradoxu, což je situace, kdy jednotlivé zemĕ disponují přírodním bohatstvím, ale nejsou schopny je využít. Průmyslové politiky tří vybraných zemí budou hodnoceny na základĕ jednotlivých kapitol podle toho, zda přispívají k efektivnímu řízeni trhu.

Abstract:

This paper intends to explain, on the basis of theoretical discussion accompanied by practical experience of three countries, the importance of the concept of “managed liberalization” to Southern and Eastern Africa. Whether a country achieves sustainable increase in per capita gross domestic product of its citizens depends on an efficient use of its productive capacities and resources. Botswana’s, Tanzania’s and South Africa’s experience demonstrate markets are of primary importance for the African countries yet, ungoverned markets tend to deepen social inequalities which is rather undesirable in the context of chronic poverty. The markets can perform better if activist, developmental state prepares the conditions for it, that is, removes income poverty to facilitate consumption, provides adequate supply of skilled labor and human resources and protects the strategic sectors of the economy. The industrial policy of growth shall not be an inward-looking, passive structural adjustment based on sheer faith in the market but a strategy consciously directing economic change and transformation through an informed interventionist state.
