Amendments unrelated to the subject matter of the proposing bill and their accordance with the Constitution

Abstract:

Bakalářská práce se zaměřuje na problematiku ústavnosti pozměňovacích návrhů nesouvisejících s předmětem osnovy zákona, a v jejím rámci na problematiku legislativního procesu v České republice a tzv. legislativních přílepků, zejména pak v období za trvání nouzového stavu v České republice během roku 2020 a 2021. Cílem je též upozornit na některé zásadní důsledky legislativních přílepků a zhodnotit jejich dopady, dále se soustředit na konkrétní životní situace a přinést některé úvahy de lege ferenda.

Abstract:

The bachelor thesis focuses on the issue of constitutionality of amendments unrelated to the subject of the proposing bill and their accordance with the Constitution, and within it on the issue of the legislative process in the Czech Republic and the so-called wild riders, especially during the period of the state of emergency in the Czech Republic during the years 2020 and 2021. The aim is to highlight some of the major consequences of wild riders and assess their impact, to focus on specific life situations and to provide de lege ferenda considerations.
