Abstract:

Cílem diplomové práce „Regulace trhu platebních karet“ je podat ucelený a souhrnný pohled na oblast platebních karet. Po teoretické části je hlavním tématem práce oblast regulace. Platební karty patří mezi vysoce regulované odvětví a diplomová práce přináší nejdůležitější právní předpisy, které tuto oblast ovlivňují. Jednou z nejzásadnějších úprav, která ovlivnila všechny subjekty na kartovém trhu, byla regulace mezibankovních poplatků, která nabyla účinnosti v prosinci roku 2015. Banky přišly o velkou část výnosů, jimiž financovaly investice do inovací a rozvoje trhu. Naopak velkým obchodníkům se výrazně snížily náklady. Diplomová práce vychází ze zákonů a čerpá poznatky ohledně mezibankovních poplatků ze zahraničních studií. V některých státech totiž došlo k této regulaci dříve než v České republice. Závěr práce přináší pohled na to, jak by mohla vypadat budoucnost platebních karet a jaké jsou možnosti vzniku „společnosti bez hotovosti.“

Abstract:

The aim of the diploma thesis „Payment cards market regulation“ is to give total and complex view of the payment cards market. After the theoretical part, the main topic is the area of regulation. Payment cards belong to a highly regulated industry and the diploma thesis brings the most important legal regulations affecting this area. One of the most fundamental adjustments affecting all participants was the regulation of interchange fees, which came into force in December 2015. Banks lost a large part of the revenue, which they would use to invest in innovation and market development. On the other hand, large merchants significantly reduced their costs. The diploma thesis is based on laws and derives knowledge about interchange fees from foreign studies. In some countries, this regulation has been applied earlier then in the Czech Republic. Final part of the thesis brings idea, how the future of payment cards might look and what are the possibilities for „cashless society.“
