The Dealer's Choice: Agenda-setting dynamics in the Council of Ministers

Abstract:

This thesis has focused on agenda-setting within the Working Party on Staff Regulations, based on Kingdon theory of multiple streams. In the Council the Presidency functions as the dealer of the cards – although this position is of course not isolated 50 from the Commission, other Member States (who can form a blocking minority) and the European Parliament (depending on the procedure). This role should not be underestimated, both in the informal process of agenda-setting (which starts years in advance) and the formal process. Additionally it would have been of added value if the research if this case study was undertaken in combination with another, to increase the generalizability.
