Geopolitical aspects of the Arctic

Abstract:

Geopolitická situace arktického regionu se stala jedním z velmi diskutovaných témat posledních let, a to zejména proto, že s Arktidou se pojí hned několik globálních problémů současnosti. Mezi hlavní problémy, se kterými je arktický region spojován, patří především globální oteplování, udržitelný růst, energetická bezpečnost nebo využívání nových námořních tras. Vyřešení těchto, ale i dalších problémů, se zdá být v současnosti v nedohlednu, což je částečně zapříčiněno faktem, že arktický region je prakticky posledním místem na světě, které není spravováno žádným suverénním státem ani ošetřeno jasným a závazným právním rámcem. V případě arktického regionu sice funguje Arktická rada, představující mezinárodní fórum mezi arktickými státy, ale vytvoření pevného a jasně stanoveného arktického smluvního a právního systému neustále naráží na nespočet problémů, které jsou zapříčiněny zejména teritoriální suverenitou arktických států a jejich stále se zvyšující snahou získat pro sebe co největší část arktického území. Na základě výše zmíněných skutečností sílí v posledních letech názory, že v důsledku budoucího dělení Arktidy může dojít k eskalaci konfliktu jak mezi jednotlivými arktickými státy, tak i dalšími aktéry, kteří řadí arktický region na přední místa žebříčků svých teritoriálních a mocenských zájmů. Cílem práce bude pomocí případové studie analyzovat geopolitické aspekty Arktidy, jakožto samostatného a specifického regionu v mezinárodních vztazích. Určit význam a důležitost regionu pro arktické, ale i další státy, které o arktickou oblast jeví zvýšený zájem. A vzhledem k nesourodým postojům zainteresovaných aktérů definovat možný konfliktní potenciál oblasti, který je zapříčiněn především z důvodu významného množství nerostných surovin a nově vznikajících námořních tras. V teoretické rovině bude pro účely práce představena teorie konfliktu v mezinárodních vztazích, v rámci které budou uvedena jednotlivá teoretická východiska příčin konfliktu z pohledu neslučitelných zájmů aktérů, jednotlivé fáze dynamiky konfliktu a poté hlavní přístupy řešení konfliktů.

Abstract:

Geopolitical situation of the Arctic Region has become one of the most discussed current issues. It is caused especially by the fact that several today's global problems are closely connected with this region. Main problems connected with the Arctic are for example global warming, sustainable development, energy safety or the use of new sea routes. At the moment, finding a solution to the mentioned and other problems seems to be impossible because of the fact that the Arctic Region is the last area in the world which is neither governed by a sovereign country nor treated with a clear and binding legal framework. Although there is the Arctic Council which represents an international forum among Arctic states, the creation of a firm and clearly set contract and legal system is still facing numerous difficulties which are caused especially by the territorial sovereignty of the Arctic states and their constantly increasing effort to gain more and more of the Arctic territory for themselves. Considering the above mentioned facts, there are some opinions which have been growing stronger recently. These are that the conflict both among individual Arctic states and among other participants interested in the Arctic Region might escalate as a result of the future Arctic division. The purpose of this thesis is to analyse the Arctic geopolitical aspects as an independent and specific region within international relations. Then it should define the value and the importance of the region to the Arctic and other states which are strongly interested in the area. Considering heterogeneous attitudes of the involved participants, it defines possible conflict potential caused by significant quantities of mineral resources and newly emerging sea routes. A case study is used to reach the purpose. In the theoretical part of the thesis, the conflict theory in international relations is presented. There are mentioned individual theoretical solutions to the causes of the conflict from incompatible points of view of the participants, and then particular phases of the conflict dynamics and at the end the main attitudes to the conflict solution.
