Balance of Power in Asia: The Rise of a Hegemonic Dragon?

Abstract:

The thesis deals with what the rise of China means for surrounding states. It is possible to view the growth of Chinese power from different perspectives. My aim is to provide answer to the question of whether China is heading toward achieving the position of regional hegemon. The thesis will state conditions for this development. Furthermore, I present the picture of how surrounding states and the USA react to China in security sphere. After the end of the Cold War, a so called China threat theory appeared in media, among academics and in political circles. It is obvious from rhetoric of some Asian countries’ officials and official documents that China is to a certain degree regarded as a threat. Widening cooperation in military-security affairs among countries on China’s periphery and their military build-up hint at that as well. Despite the importance of Chinese economics for other countries in the region, those that have territorial issues with China have carefully started to behave as the balance of threat theory presupposes.

Abstract:

Práca sa zaoberá tým, čo znamená vzostup Číny pre štáty v jej okolí. Na nárast čínskej moci je možné nazerať z rôznych perspektív. Mojím cieľom je poskytnúť odpoveď na otázku, či Čína smeruje k dosiahnutiu postavenia hegemóna vo svojom regióne. V práci budú uvedené predpoklady k takémuto vývoju. Ďalej podávam obraz toho, ako okolité štáty a USA reagujú na Čínu v bezpečnostnej oblasti. Po konci studenej vojny sa objavila v médiách, medzi akademikmi a v politických kruhoch tzv. teória čínskej hrozby. Z rétoriky niektorých predstaviteľov ázijských krajín a z oficiálnych dokumentov je zrejmé, že Čína za hrozbu do istej miery v určitých štátoch považovaná je. Tomu nasvedčuje aj rozširujúca sa spolupráca medzi štátmi na čínskej periférii vo vojensko-bezpečnostných záležitostiach a tiež ich zbrojenie. Napriek tomu, aký význam má čínska ekonomika pre ostatné krajiny regiónu, tie, ktoré majú s Čínou teritoriálne spory, sa začali opatrne správať tak, ako to predpokladá teória rovnováhy hrozby.
