Pension reforms in chosen member states of the European Union

Abstract:

Diplomová práce sleduje důchodové reformy ve vybraných členských státech Evropské unie (dále jen "EU"). Teoretická část se zabývá vztahem veřejného a soukromého sektoru, rozdělením systémů důchodového zabezpečení, dle vybraných kritérií. Uváděna jsou zde základní východiska a reformy systémů důchodového zabezpečení, a to také se zaměřením na země EU. Jsou zde popsány priority EU, hrozba stárnutí obyvatelstva a také modernizace v důchodových systémech. Základní využívanou metodou v teoretické části je analýza odborné literatury. Praktická část analyzuje systémy důchodového zabezpečení ve vybraných zemích EU, a také přibližuje uskutečněné reformní kroky, s případnými budoucími plány na změny v těchto systémech. Tato část práce je úmyslně zaměřena na čtyři země EU s rozdílnými důchodovými systémy a odlišnými důchodovými reformami, a to konkrétně na Německo, Velkou Británii, Švédsko a Slovensko. Následuje srovnání získaných dat a informací o vybraných státech EU s Českou republikou. Pro účely diplomové práce je praktická část věnována především dávkám pro zajištění osob ve stáří. V závěru je navrženo využití těchto získaných dat a možných variant pro důchodovou reformu v České republice. Použita je k tomu analýza pozitivních dopadů a rizik, které se následkem těchto aplikovaných důchodových reforem ve vybraných zemích EU projevily.

Abstract:

This diploma thesis tracks pension reforms in chosen member states of the European Union (hereafter "EU"). The theoretical part deals with the relationship between public and private sector and the classification of pension schemes according to selected criteria. At first, it introduces basic assumptions and reforms of pension systems focusing on EU countries. In this part there are described priorities of the EU, danger of an aging population and modernization of pension systems. The basic method used in the theoretical part is the analysis of scientific literature. The practical part analyzes pension systems in selected EU countries, as well as reform steps and prospective plans for changes in these systems. This part is intentionally focused on four EU countries with different pension schemes and pension reforms, specifically on Germany, United Kingdom, Sweden and Slovakia. Furthermore, it compares the data and information about selected EU countries with the situation in the Czech Republic. For the purposes of this diploma thesis, the practical part primarily deals with old-age pension benefits. Finally, using the analysis of positive impacts and risks, which proved to be evident in selected EU countries as a result of pension reforms, the practical use of the gained data is proposed together with possible options for pension reform in the Czech Republic.
