Abstract:

Cílem bakalářské práce „Dotace poskytnuté právnickým osobám ze státního rozpočtu“ je identifikace slabých míst při čerpání a použití dotací. Teoretická část je zaměřena na vymezení základních pojmů a vzájemných souvislostí. V praktické části je nejprve stručně charakterizován zvolený region, druhy a zdroje dotací, které jsou v daném území využívány k financování různých potřeb. Závěrečná část je věnována výkonu správy odvodů za porušení rozpočtové kázně a výčtu častých chyb, kterých se dopouštějí příjemci dotací. Jsou zde uvedeny praktické příklady nesprávného použití dotací, s nimi spojených sankcí a možnosti obrany příjemců dotací proti rozhodnutím vydaným v daňovém řízení na základě platné legislativy.

Abstract:

The aim of the bachelor thesis „State budget grants provided to legal entities“ is the identification of weaknesses while using and drawing of grants. The theoretical part is focused on fundamental concepts and their interdependencies. In the practical part, there is first briefly characterized the chosen region, the types and sources of grants that are used to finance of different needs in a given territory. The final part is devoted to the performance of the administration of the payments due to violation of budgetary discipline and the enumeration of frequent mistakes by recipients of grants. There are given practical examples of improper use of grants, which are associated with sanctions and possibilities of procedural defence against the decisions issued in the tax proceeding based on the valid legislation.
