Expected changes in banking regulation within Cech Republic during Basel III

Abstract:

Předkládaná diplomová práce se věnuje problematice bankovní regulace a dohledu optikou pravidel o kapitálové přiměřenosti. Z pohledu současnosti má primární význam třetí Dohoda o kapitálové přiměřenosti bank neboli Basel III, která byla přijata v roce 2010 v reakci na globální finanční krizi. Cílem práce je objasnit, co je to bankovní regulace a dohled se zvláštním zaměřením na představení pravidel kapitálové přiměřenosti obsažených v jednotlivých dohodách Basel a dále zhodnotit očekávané změny v bankovní regulaci a dohledu ČR podle Basel III. Práce si dále stanovila pracovní hypotézu a to, že pravidla kapitálové přiměřenosti přijatá v roce 2010 v rámci dohody Basel III, vedla k odstranění všech přetrvávajících nedostatků v regulaci kapitálové přiměřenosti bank. Z obsahovaného hlediska je práce strukturována do dvou nosných kapitol. V první části je pozornost zaměřena na představení teoretických východisek bankovní regulace a dohledu nad bankovním sektorem se zvláštním zřetelem na problematiku kapitálové přiměřenosti bank jako jednoho z hlavních pravidel činnosti bank. V druhé části je nejprve představen vývoj českého bankovního systému a dále na vymezení dopadů globální finanční krize na jeho vývoj. Hlavní důraz je v druhé kapitole věnován dopadům implementace dohody Basel III na český bankovní sektor včetně představení očekávaných změn v bankovní regulaci a dohledu ČR. Z metodologického hlediska jsou v diplomové práci využity především obecně vědní metody, jako je metoda historická, metoda deskripce, metoda pozorování, metoda analýzy a komparace.

Abstract:

This thesis deals with the issue of banking regulation and supervision optics rules on capital adequacy. In terms currently is of primary importance third agreement on bank capital adequacy, or Basel III, which was adopted in 2010 in response to the global financial crisis. The aim is to clarify what the banking regulation and supervision with special focus on the performance of capital adequacy rules contained in the individual agreements, Basel and evaluate the expected changes in banking regulation and supervision of the Czech Republic by Basel III. This thesis also established a working hypothesis that capital adequacy rules adopted in 2010 as part of Basel III, led to the removal of all remaining shortcomings in the regulation of banks' capital adequacy. From the viewpoint of contained work is divided into two supporting chapters. In the first part the attention is focused on presenting the theoretical foundations of banking regulation and supervision of the banking sector with a special focus on the issue of capital adequacy of banks as one of the main rules of banking business. The second part first introduced the development of the Czech banking system and to define the impact of the global financial crisis on its development. The main emphasis is in the second chapter deals with the effects of the implementation of Basel III on the Czech banking sector, including the introduction of expected changes in banking regulation and supervision of the Czech Republic. From a methodological point of view, the thesis used primarily general scientific methods, such as method of historical method description, method of observation, analysis and comparison method.
