The position and competence of president in constitutional system of Czech Republic and selected countries

Abstract:

Ve své bakalářské práci analyzuji postavení prezidenta v ústavním systému ČR a to nejen vůči moci zákonodárné a výkonné, ale i vůči moci soudní. Zabývám se také jeho pravomocemi, ať už autonomními, či vyžadujícími spolupodpis. Rozebírám dále také vliv politického systému na volbu prezidenta. Poukazuji na problematiku nepřímé volby a pomocí statistického šetření zpracovávám k tomuto tématu postoj veřejnosti. Další část mé práce je pak věnována srovnání postavení a pravomocí prezidenta v ústavním systému České republiky, Spojených států amerických a Spolkové republiky Německo.

Abstract:

The present thesis is an attempt to assess the standing of president in the constitutional system of the Czech Republic and it’s relation to legislative, executive, and judicial powers. Reflection is given, too, to presidential powers, be they autonomous or requiring counter-signature, and to the impact of the political system on presidential election. Discussed as well is indirect election of president and the attitude of public at large to this election as found by statistical survey. Comparison is made in the final part of the work of Czech, US and German constitutional systems and the position and powers of their presidents.
