Private fire departments as an example of privatization of security

Abstract:

Práce řeší stav privatizace hasičského sektoru ve světě, identifikuje státy, kde již funguje privatizace hasičských sborů a na tomto základě vytváří analytický rámec pro daný sektor privatizace bezpečnosti. Cílem práce je zmapovat země, kde již fungují soukromé hasičské sbory, autor identifikuje hlavní argumenty příznivců i odpůrců privatizace hasičských sborů. Součástí práce je také pochopit fungování soukromých společností a zhodnocení dosavadních zkušeností, zda byla privatizace hasičských sborů vždy úspěšná a bezproblémová. Odpovíme si také na otázku, jaká z privatizace požární ochrany plynou rizika a případně benefity, a to především z ekonomického hlediska. Součástí textu je představení jednotlivých firem, které nabízejí své služby v oblasti zajištění PO v jednotlivých zemích. Zde se práce zaměří na služby, které tyto soukromé hasičské firmy poskytují, kde je poskytují a také jaké typy kontraktů jsou mezi nimi a klienty uzavírány. Předložená práce je psána v rámci již uchyceného konceptu privatizace bezpečnosti. Privatizace bezpečnosti je dnes součástí širšího politicko-ekonomického konceptu privatizace. Teoretickým východiskem práce je výzkum v rámci širšího konceptu privatizace bezpečnosti. Autor za tímto účelem vypracoval vlastní analytický aparát, kde využil vlastními znalostmi z oblasti požární ochrany a dosavadním výzkumem hasičského a záchranářského sektoru. Dále byly použity poznatky z příbuzných sektorů privatizace bezpečnosti. Pro naše potřeby se jako nejlepší vhodná výzkumná metoda jevilo zkoumání procesu tvorby politiky a výstupů politiky, nebo-li také policy analysis. Jedná se v zásadě o prakticky orientovanou metodu, která má tu výhodu, že v sobě kombinuje ostatní společenskovědní disciplíny. Autor se zaměřil na zavádění soukromých hasičských sborů v Dánsku a v několika dalších státech. Dánsko samotné nám bude sloužit jako modelový příklad dokončené privatizace požární ochrany. Ve výzkumu jde také o rozbor technických a odborných detailů v oblasti požární ochrany a jejího výkonu, protože tyto aspekty musejí být v práci kvůli jejímu účelu zahrnuté. Jejím cílem bude analyzovat dopady privatizace hasičských sborů se zaměřením na aktéry, kteří jsou v privatizaci zapojeni. V této práci se držíme definice metodologie dle Kuglera, když do ní zahrnujeme nejen sběr a zkoumání údajů o soukromých hasičských jednotkách, ale také dynamiku a důvody, které vedly k najímají soukromých firem pro oblast PO. Kuglerova definice s důrazem na původní myšlení, spíše než pouhé shromažďování informací, které zůstávají samy za sebe, předpokládá, že politické analýzy usilují o vytvoření dvou typy příslušných znalostí: empirické znalosti tedy postoje a informace, které definují svět kolem nás a direktivní znalosti, tedy úsudky, které vytvářejí vodítko, jak bychom měli jednat v konkrétních situacích. Výzkum soukromých hasičských firem provádí autor na základě výzkumu privatizace věznic dle Logana. Počátky debat o privatizaci státních služeb můžeme nalézt u libertariánské politické filosofie a teorie minimalistického státu či liberální ekonomie volného trhu. Původních 10 hledisek-otázek, které pro výzkum vězeňství stanovil Logan autor upravil pro použití u hasičských sborů. Žádnou z nich však není nutné vynechat a je relevantní je použít také v našem případě. Už to samo o sobě dokládá vhodnost použití metod pro výzkum privatice vězeňství v případě soukromých hasičů. jejich váhu. Je samozřejmě jednoduché nalézt nedostatky nebo je předvídat u soukromých či státních hasičských sborů, pokud předem nedokážeme provést příslušná srovnání. Důležité je komparovat pouze relevantní znaky obou modelů – ať již státního či soukromého a trvat na srovnatelné kvalitě služby a nikoli přijmout politiku dvojího standardu, jako se to stalo v některých případech privatizace. Velkou výhodou privatizace hasičských sborů je možnost předvídat dlouhodobý vývoj nákladů v požární ochraně. Smluvní závazky se většinou stanovují na 3-5 let a během této doby do vyhlášení dalšího tendru mají zákazníci předem jasně dané částky, které je bude zajištění PO ve svém podniku dalších několik let stát. U všestranně fungujícího hasičského sboru je nutné, aby byly materiální zdroje, zejména hasičská a záchranná vozidla, speciální hasičská vozidla a budovy hasičských stanic moderní a jejich stav udržován na vysoké úrovni podle potřeby sloužících hasičů. To nám však některé přiklady privatizace soukromých hasičských sborů nepotvrdili. V práci autor představil všechny globální hráče na trhu soukromých hasičských jednotek a v rámci podrobnějšího výzkumu několika zemí seznámil čtenáře také s lokálními soukromými firmami, které nabízejí své služby na úseku požární ochrany. Dále došlo k podrobnému zmapování situace s privatizací hasičských sborů v České republice. Autor přinesl informace o soukromých firmách, které se podílejí na činnosti hasičských jednotek a poskytují také další poradenské a podpůrné služby v oblasti požární ochrany. Stát by měl i nadále disponovat svými hasičskými jednotkami, ale v určitých situacích může využívat služeb, které poskytnou soukromé společnosti jako je například poskytování těžké techniky, využívání služeb specialistů, pomoc při velkých mimořádných událostech a podobně. Jistě by stát ušetřil, i když by těmto firmám musel platil za poskytované služby. Podniky, letiště, výrobní závody a další soukromé subjekty by měli mít možnost výběru mezi zřízením vlastní jednotky nebo jejím smluvním zajištěním privátní hasičskou firmou. Zodpovědný management by měl mít právo vybrat mezi převzetím odpovědnosti za požární ochranu vlastními zaměstnanci nebo předáním této odpovědnosti a závislosti do soukromých rukou. Velký prostor pro uplatnění soukromých hasičských jednotek vidí autor také v požární ochraně na dopravních stavbách, při rekonstrukci či výstavbě velkých budov a průmyslových podniků či při jejich demolici a také na dalších zařízení, kde je jejich přítomnost potřeba pouze dočasně.

Abstract:

The work deals with siuation of privatization of the fire sector in the world, identifies countries where the privatization of fire brigades already works and on this basis make the analytical framework for this sector of security privatization. The aim of the work is to map the countries where private fire brigades already operates, the author identifies the main arguments of supporters and opponents of the privatization of fire brigades. Part of the work is also an understanding of the functioning of private companies and evaluation of previous experience, whether the privatization of fire brigades has always been successful and helpful. We will also answer the question of how it is risky and which benefits flow from the privatization of fire protection, especially from an economic point of view. Part of the text is the introduction of private companies that are designed to provide services in the field of fire protection in many countries. The work will focus on the services that these private fire brigades provide, where it is provided and what types of contracts are concluded between them and clients. The presented work is written within the already attached concept of security privatization. Security privatization is now part of a broader political-economic concept of privatization. The theoretical basis of the work is research within the broader concept of security privatization. For this purpose, the author developed his own analytical apparatus, where he used his own knowledge of fire protection and existing research in the fire and rescue sector. Furthermore, knowledge was obtained from related sectors of security privatization. For our needs as the best suitable research method, is research of the policy-making process and policy outputs also called policy analysis. It is a fundamental practical-oriented method that has the effectiveness of combining other social science disciplines. The author focuses on the establishment of private fire brigades in Denmark and several others countries. Denmark itself will serve as a example model of the completed privatization of fire protection. The research is also an analysis of technical and professional details in the field of fire protection and its performance, because these aspects must be included in the work because of its purpose. Analyze the effects of the privatization of fire brigades and focusing on the actors involved in privatization is also part of this work. Author follow the definition of the methodology according to Kugler, when we include not only the collection and examination of data on private fire brigades, but also the dynamics and reasons that led to the hiring of private companies for the field of fire protection. Kugler's definition, with an emphasis on original thinking, rather than just gathering information that remains on its own, assumes that political analysis seeks to create two types of relevant knowledge: empirical knowledge, attitudes and information that define the world around us, and directive knowledge, ie judgments that provide guidance on how we should act in specific situations. The research of private fire brigade companies is carried out by the author on the basis of research into the privatization of prisons according to Logan. The beginnings of the debate on the privatization of civil services can be found in the libertarian political philosophy and theory of the minimalist state or the liberal economy of the free market. The original 10 aspects - questions set for prisons research by Logan were adapted by the author for use by fire brigades. However, none of them need to be omitted and it is relevant to use them in our case as well. This in itself proves the suitability of using methods for research into the privatization of prisons in the case of private firefighters. dity and their weight. Of course, it is easy to find shortcomings or anticipate them in private or state fire brigades if we cannot make appropriate comparisons in advance. It is important to compare only the relevant features of both models - whether public or private and to insist on a comparable quality of service and not to adopt a policy double standard, as has happened in some cases of privatization. The great advantage of the privatization of fire brigades is the possibility to anticipate the long-term development of costs in fire protection. Contractual obligations are usually set at 3-5 years, and during this time, until the next tender is announced, customers have clearly defined amounts in advance, which will cost them to securefire protection in their company for the next few years. In the case of a comprehensively functioning fire brigade, it is necessary that material resources, especially fire and rescue vehicles, special fire trucks and modern fire station buildings, have to be maintained at a high level according to the needs of the serving firefighters. However, some examples of the privatization of fire brigades have not confirmed this. In the work, the author introduced all global players in the market of private fire brigades and, as part of a more detailed research of several countries, also introduced readers to local private companies that offer their services in the field of fire protection. There was also a detailed mapping of the situation with the privatization of fire brigades in the Czech Republic. The author brought information about private companies that participate in the activities of fire brigades and also provide other consulting and support services in the field of fire protection. The state should continue to have its own fire brigades, but in certain situations it may use services provided by private companies such as the provision of heavy equipment, the use of specialist services, assistance in major emergencies and the like. Surely the state would save money, even if it had to pay these companies for the services provided. Businesses, airports, manufacturing plants and other private entities should be able to choose between setting up their own unit or contracting it with a private fire brigade. Responsible management should have the right to choose between taking responsibility for fire protection by their own employees or transferring this responsibility and dependence to private hands. The author also sees a large space for the use of private fire brigades in fire protection on traffic constructions, during the reconstruction or construction of large buildings and industrial enterprises or during their demolition, as well as at other facilities where their presence is needed only temporarily.
