Analysis of the municipal budget

Abstract:

Diplomová práce charakterizuje specifika městských částí hlavního města Prahy ve vazbě na členění hlavního města, jejich pravomoci, činnosti a hospodaření. V textu je uveden popis základního vývoje a současné členění hlavního města Prahy, zejména ve vztahu ke kompetencím a fungování městských částí. Vymezuje pravomoci a působnosti městských částí vyplývající ze zákona o hlavním městě Praze a ze Statutu hlavního města Prahy. Analyzuje hospodaření městských částí hl. m. Prahy z pohledu obecných principů hospodaření na municipalní úrovni a platné právní úpravy. Je zde sledován základní vývoj a současné dotační vztahy rozpočtu hl. m. Prahy k městským částem. Práce popisuje a hodnotí sestavení návrhu rozpočtu, rozpočtového výhledu a alternativní metody sestavení municipálního rozpočtu. V diplomové práci je na základě teoretických východisek analyzován rozpočet a hospodaření na konkrétním příkladu Městské části Praha 6. Cílem práce je popsat, analyzovat a zhodnotit hospodaření městské části. V případě identifikace úzkých míst je navržen postup na jejich řešení.

Abstract:

The thesis focuses on the specification of the City of Prague districts in context of the structure of the city, its competencies, powers, activities as well as financial management. The text is including the basic description of the development of the town structure and its current division, mainly in relation to the competencies and functioning of the Prague’s quarters. This work defines competencies and the field of action of the City parts, which abide by the City of Prague law and its Statues. I am analyzing the management of the city quarters from the side of the general principles of the financial management and valid legal regulations. I am pursuing the progress of the endowment relation of the City of Prague budget concerning municipal budgets. This paper describes and evaluates budgeting concept, budget prospect and alternative methods of municipal budgeting. Upon theoretical solution, I am showing the analysis of the budget of Prague 6. The purpose of this thesis is to describe, analyze and evaluate municipal management and budgeting. In case of existing weaknesses, I am proposing alternative solutions of the problem.
