Security Dispatching of the Critical Infrastructure Subject in the Czech Republic

Abstract:

Závěrečná práce je zaměřena na problematiku vhodnosti zřízení bezpečnostního dispečinku subjektem kritické infrastruktury České republiky provozujícím více objektů pro zajištění jejich fyzické bezpečnosti (ochrany). Hypotéza, že zřízení centrálního pracoviště pro zajištění fyzické bezpečnosti více objektů jednoho subjektu kritické infrastruktury České republiky je výhodnější, než zajišťování dohledu nad stavem fyzické bezpečnosti u každého z objektů odděleně, je v práci ověřována za použití analytických metod SWOT a UMRA. V teoretické části jsou uvedeny právní a technické normy, u nichž byl identifikován dopad na provoz bezpečnostního dispečinku, představeny běžně užívané bezpečnostní systémy a shrnuty technické a personální otázky provozu bezpečnostního dispečinku. Hypotéza o vhodnosti zřízení bezpečnostního dispečinku je v praktické části potvrzena výsledky obou analytických metod, leč s doporučením doplnit pro konkrétní subjekt i analýzu ekonomickou.

Abstract:

The final thesis focuses on the issue of the suitability of establishing a security operations centre by a critical infrastructure entity of the Czech Republic operating multiple facilities to ensure their physical security (protection). The hypothesis that the establishment of a central workplace for ensuring the physical security of multiple objects of one critical infrastructure entity of the Czech Republic is more advantageous than providing supervision over the state of physical security at each of the objects separately is tested in the thesis using the analytical methods SWOT and UMRA. In the theoretical part, the legal and technical norms whose impact on the operation of the security operations centre has been identified are presented, commonly used security systems are introduced and technical and personnel issues of the security operations centre operation are summarized. The hypothesis on the suitability of establishing a security operations centre is confirmed in the practical part by the results of both analytical methods, but with the recommendation to add an economic analysis for a specific subject.
